Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to a one‑minute presentation.
As both English and Hawaiian are official languages of the State of Hawaiʻi, pursuant to Article XV, Section 4 of the Hawaiʻi State Constitution and Section 1-13 of the Hawaiʻi Revised Statutes (HRS), members of the public may testify in either language. For oral testimonies offered in ʻŌlelo Hawaiʻi, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

Although remote oral testimony is being permitted, this is a regular meeting and not a remote meeting by interactive conference technology under HRS Section 92-3.7. Therefore, the meeting will continue notwithstanding loss of audiovisual communication with remote testifiers or loss of the public broadcast of the meeting.
Persons wishing to testify in the Council Chamber are requested to register by 10:00 a.m. by filling out the registration form in person. Persons who have not registered will be given an opportunity to speak following the oral testimonies of the registered speakers.

2. RESOLUTION 26-106 – TRANSFER OF FUNDS (ENV). Authorizing a transfer not to exceed $1,500,000 in Solid Waste Special Fund monies from the Refuse Collection and Disposal activity (Salaries ("S") character of expenditure ("COE")) to the Refuse Collection and Disposal activity (Current Expenses ("CE") COE) for the Fiscal Year 2026 to cover a portion of the Disaster Debris Monitoring and Disaster Debris Clearing and Hauling Services cost. 3. RESOLUTION 26-107 – TRANSFER OF FUNDS (DFM). Authorizing a transfer (totaling $1,487,000) not to exceed $1,257,000 in General Fund monies and $230,000 in Highway Fund monies from the Provision for Energy Costs activity (Current Expenses ("CE") character of expenditure ("COE")) to the Department of Facility Maintenance ("DFM") Public Building and Electrical Maintenance Division activity (CE COE) and the DFM, Division of Automotive Equipment Service activity (CE COE) for the Fiscal Year 2026 to cover insufficient funding for increases in electricity, gas, and fuel costs. PROPOSED CD1 TO RESOLUTION 26-107 (Submitted by Councilmember Okimoto) – The CD1 (OCS2026-0299/5/13/2026 2:22 PM) makes the following amendments:
A. Amends the first WHEREAS clause to specify that the transfer of funds from the Provision for Energy Costs activity is being approved by the Council pursuant to Section 12(j) of Ordinance 25-38.
B. Deletes the second WHEREAS clause.
C. Makes miscellaneous technical and nonsubstantive amendments.

4. RESOLUTION 26-109 – TRANSFER OF FUNDS (HPD). Authorizing a transfer of up to $4,000 in General Fund monies within the Honolulu Police Department ("HPD") Patrol activity (Current Expenses ("CE") character of expenditure ("COE") to the Equipment ("E") COE) for the Fiscal Year 2026 due to higher than anticipated costs for the HPD to purchase vehicles for use by the Community Policing Teams ("CPT"). 6. RESOLUTION 26-119 – TRANSFER OF FUNDS (HPD). Authorizing a transfer of up to $5,500,000 in General Fund monies between the activities of the Police Commission, Special Field Operations, and Administrative Services activities, (Salaries ("S") character of expenditure ("COE")), to the Office of the Chief of Police, Patrol, Investigations, and Support Services activities (S COE), for Fiscal Year 2026 to cover projected salary deficits due to overtime expenditures as a result of staffing vacant positions and/or unforeseen weather events. 7. RESOLUTION 26-121 – TRANSFER OF FUNDS (HFD). Authorizing a transfer not to exceed $585,000 in General Fund monies from the Honolulu Fire Department ("HFD") Fire Operations and Mechanic Shop activities (Salaries ("S") character of expenditure ("COE")) to the Radio Shop, Fire Operations, and Mechanic Shop activities (Current Expenses ("CE") COE) for Fiscal Year 2026 to fund increased costs associated with utilities, fuel, energy, parts and equipment, and costs related to the Kona Low storm. 8. RESOLUTION 26-122 – TRANSFER OF FUNDS (BFS). Authorizing a transfer not to exceed a total of $1,322,000 in General Fund monies from the Provision for Salary Adjustments and Accrued Vacation Pay Activity (Current Expenses ("CE") character of expenditure ("COE")); $11,500 in Liquor Commission Fund ("LC"); $1,260,500 in General Fund ("GN"); and $50,000 in Hanauma Bay Nature Preserve Fund ("HN") monies to the Department of Corporation Counsel ("COR"), Honolulu Fire Department ("HFD"), and Ocean Safety Department ("OSD") activities (Salaries (S) COE); to fund accrued vacation payments and anticipated arbitration salary increase payments. Authorizing a transfer not to exceed $57,000 in General Fund monies from the Provision for Energy Costs activity (Current Expenses ("CE") character of expenditure ("COE")) to the Department of Emergency Services ("ESD"), Emergency Medical Services activity (CE COE) for the Fiscal Year 2026 to cover a projected shortfall caused by increased fuel prices from various weather emergencies such as the Kona Low storms in March and April 2026. Authorizing a transfer not to exceed $650,000 in General Fund monies from the Department of Customer Services ("CSD"), Division of Motor Vehicles ("DMV") activity (Salaries ("S") character of expenditure ("COE")) to the CSD, DMV activity (Current Expenses ("CE") COE) for Fiscal Year 2026 due to cost increases associated with increased volume and materials to process motor vehicle registrations and driver licensing.
