As both English and Hawaiian are official languages of the State of Hawaiʻi, pursuant to Article XV, Section 4 of the Hawaiʻi State Constitution and Section 1-13 of the Hawaiʻi Revised Statutes (HRS), members of the public may testify in either language. For oral testimonies offered in ʻŌlelo Hawaiʻi, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

PROPOSED CD2 TO BILL 70 (2025), CD1 (Submitted by Councilmember Tupola) – The CD2 (OCS2026-0294/5/13/2026 11:06 AM) makes the following amendments:
A. Adds a new SECTION 2 to the bill that amends the definitions of "City" and "Privately Owned Parks and Playgrounds." Renumbers subsequent SECTIONS of the bill accordingly.
B. In renumbered SECTION 3 of the bill, which amends ROH § 22-7.8:
1. Amends the title of the section to clarify that the section covers a credit toward new land required for parks and playgrounds.
2. Amends subsections (a) and (c) to clarify that the credit applies toward new land dedicated or provided in perpetuity for park and playground purposes.

3. Amends proposed new ROH § 22-7.8(d) to read as follows:
"(d) Credit for dog parks. When new land is dedicated or provided in perpetuity for use as a dog park, this land may be credited toward the park and playground land area required under § 22-7.5; provided that:

privately owned park and playground land; and
(2) The credit may not exceed 10 percent of the park and playground land area required."

PROPOSED CD2 TO BILL 34 (2026), CD1 (Submitted by Councilmember Kiaʻāina) – The CD2 (OCS2026-0323/5/15/2026 10:17 AM) makes the following amendments:
A. Amends ROH § 21A-1.1(d) in SECTION 2 of the bill by clarifying that failure to participate in the program will (instead of could) result in the denial of federal financial assistance for acquisition and construction purposes, and will (instead of could) jeopardize loans secured by improved real estate by lending institutions regulated by the federal government.
B. Amends ROH § 21A-1.4 in SECTION 4 of the bill by amending the definition of "New Construction" to retain the quotation marks for "start of construction."
