Pursuant to Section 92-3.7, Hawaiʻi Revised Statutes, this meeting will be conducted as a remote meeting by interactive conference technology, with the following procedures in effect for the meeting:
The meeting will be viewable: (1) by internet live streaming through https://www.honolulucitycouncil.org/meetingshttp://www.honolulucitycouncil.com/; (2) by televised live broadcast on ʻŌlelo TV Channel 54; and (3) on the monitor situated outside the Council Chamber. Viewers who experience a loss of viewing signal should try switching to another viewing option.
After the meeting, the meeting will be viewable on demand at https://www.honolulucitycouncil.org/meetings. Copies of older meeting videos may be requested by calling the City Clerk’s Office at (808) 768‑5822, charges may apply.
Some Councilmembers and presenters may be participating in the meeting by interactive conference technology from remote locations.
Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to a one‑minute presentation.
As both English and Hawaiian are official languages of the State of Hawaiʻi, pursuant to Article XV, Section 4 of the Hawaiʻi State Constitution and Section 1-13 of the Hawaiʻi Revised Statutes, members of the public may testify in either language. For oral testimonies offered in ʻŌlelo Hawaiʻi, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

1. BILL 60 (2024), CD1 – RELATING TO SEWERS, DRAINAGE, AND CESSPOOLS. Amending portions of Chapter 43, Revised Ordinances of Honolulu 2021 ("ROH"), by: (1) amending ROH Section 43-6.2 to include Accessory Dwelling Units in the "Residential" sewer service charge customer classification; (2) amending ROH Section 43-6.6 to remove all provisions related to nonresidential strength surcharges and replace it with provisions on wastewater disposal charges for waste haulers; (3) amending Appendix 43-A to include new sewer service charges and wastewater disposal charges, and to remove extra strength wastewater charges as well as a second customer category; (4) amending ROH Section 43-10.3 to include Accessory Dwelling Units; (5) amending ROH Section 43-10.4 to remove references to wastewater strength; and (6) amending Appendix 43-C to include new Wastewater System Facility Charges. PROPOSED CD2 TO BILL 60 (2024), CD1 (Submitted by Councilmember Dos Santos-Tam) – The CD2 (OCS2025-0436/5/21/2025 3:43 PM) makes the following amendments:
A. In SECTION 5 of the bill, which amends ROH APPENDIX 43-A ("SEWER SERVICE CHARGE SCHEDULES"):
(1) Amends the tables for Residential Sewer Service Charges, Nonresidential Sewer Service Charges, and Wastewater Disposal Charges to specify the amounts for these charges beginning January 1, 2026 and for fiscal years 2027 through 2035.
(2) Adds new language at the end of the tables:
(a) To provide that, for fiscal year 2036 and every fiscal year thereafter, each of the sewer service charges in the appendix will increase by three percent annually, effective July 1 of each fiscal year; and
(b) To establish a customer assistance program within the Department of Environmental Services to provide relief to certain households paying residential sewer charges.
B. In SECTION 6 of the bill, separates accessory dwelling units ("ADUs") into its own category.

C. In SECTION 8 of the bill, which amends ROH APPENDIX 43-C ("WASTEWATER SYSTEM FACILITY CHARGES"):
(1) Amends the tables for Residential Wastewater System Facility Charges, Low-income Housing Wastewater System Facility Charges, and Nonresidential Wastewater System Facility Charges for Domestic Strength Wastewater to specify the amounts for these charges beginning January 1, 2026 and for fiscal years 2027 through 2031; and
(2) Adds new language at the end of the tables to provide that for fiscal year 2032 and every fiscal year thereafter, each of the charges in the appendix will increase by three percent annually, effective July 1 of each fiscal year.
D. Adds a new SECTION 9 of the bill to repeal SECTIONS 99 through 102 of Ordinance 25-2. Renumbers subsequent SECTIONS of the bill.
E. In renumbered SECTION 11 of the bill, changes the effective date to October 1, 2025; provided that SECTION 9 takes effect upon approval.
F. Makes miscellaneous technical and nonsubstantive changes.

PROPOSED CD2 TO BILL 40 (2025), CD1 (Submitted by Councilmember Dos Santos-Tam) – The CD2 (OCS2025-0386/5/20/2025 3:42 PM) makes the following amendments:
A. In SECTION 4 of the bill:
1. Amends the proposed fee to obtain a medical examiner's report or autopsy report from $50 to $75. This applies to requestors who are seeking reports from cases created prior to January 1, 1998 (designated next-of-kin and certain specified agencies are not charged for the first copy of the report requested).
2. Adds "redaction" as one of the services covered by the searches of real property tax records fee and amended ROH § 6-11.1(m) to read, "Searches, typing, and redaction of real property tax records" to distinguish between the various services offered.
B. In SECTION 5 of the bill, amends the entirety of ROH Chapter 6, Article 20 (instead of only ROH § 6-20.2) as follows:
1. Throughout the article, amends all references to the "highway beautification, and disposal of abandoned vehicles revolving fund" to the "highway beautification, abandoned vehicle, and tourism-related traffic congestion revolving fund" in order to conform with language in HRS § 286-51.

2. Amends ROH § 6-20.2 as follows:
a. Specifies that the fee will be $10 for all motor vehicles (instead of $1 for U-drive motor vehicles and $10 for motor vehicles other than U-drive motor vehicles). This conforms to the fee permitted under HRS § 286-51.
b. Adds "Activities to mitigate and address the impacts of tourism-related traffic congestion" to the list of purposes for which fund moneys may be expended.
C. Provides for an effective date of July 1, 2026 for SECTIONS 8 and 9 of the bill, which relate to the Department of Parks and Recreation, and an effective date of January 1, 2026 for the remainder of the bill (instead of an effective date of January 1, 2026 for the entire bill).
D. Makes miscellaneous technical and nonsubstantive amendments.
