As both English and Hawaiian are official languages of the State of Hawaiʻi, pursuant to Article XV, Section 4 of the Hawaiʻi State Constitution and Section 1-13 of the Hawaiʻi Revised Statutes (HRS), members of the public may testify in either language. For oral testimonies offered in ʻŌlelo Hawaiʻi, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

PROPOSED CD1 TO BILL 20 (2025) (Submitted by Councilmember Tupola) – The CD1 (OCS2026‑0152/3/24/2026 2:27 PM) makes the following amendments:
A. In the title of the new article and throughout the article itself, changes the name of the new fund to the "HOMEBUYERS' LOAN ASSISTANCE REVOLVING FUND."
B. In SECTION 1 of the bill, adds the City Council's findings that: (1) providing loans for down payments and closing costs would help eligible homebuyers in the City and County of Honolulu ("City") to overcome barriers to homeownership; (2) homeownership strengthens communities by promoting economic stability and civic engagement; and (3) State of Hawai‘i ("State") and federal programs cannot support all City residents who could, with additional financial support, become homeowners; adds the Council's intent to prioritize supporting homebuyers who are ineligible for existing State and federal homeownership financial assistance programs; and adds the objectives of the loan program.
C. In SECTION 2 of the bill:
1. Amends proposed ROH § 6-__.2 ("Purpose") to more generally state that the purpose of the homebuyers' loan assistance revolving fund is to assist eligible homebuyers with the purchase of a principal residence within the City and assist homebuyers who do not qualify for homeownership financial assistance programs provided by the State and federal government;
2. Amends proposed ROH § 6-__.3 ("Deposits") by broadening the allowable deposits into the homebuyers' loan assistance revolving fund and adding that all income generated from the loan program must be deposited into the homebuyers' loan assistance revolving fund;

3. Amends proposed ROH § 6-__.4 ("Expenditures") to broaden and further specify the scope of allowable expenditures from the fund to include loans to assist with down payments, reasonable closing costs, and reasonable program costs. Deletes the provision limiting the loan amount under this program to 20 percent of the purchase price of the property;
4. Amends the program criteria in proposed ROH § 6-__.5 (renamed from "Criteria" to "Program criteria") to specify that an eligible prospective homebuyer must:
a. Be a United States citizen or resident alien;
b. Be at least 18 years of age;
c. Execute an affidavit stating that the prospective homebuyer:
i. Will meet the criteria for the real property tax home exemption set forth in ROH § 8‑10.3 upon the homebuyer's purchase of the home;
ii. Agrees to file for the home exemption immediately following the homebuyer's purchase of the home;
iii. Agrees to maintain the home exemption for at least five years after closing or until the loan is repaid in full, whichever occurs first; and
iv. Does not currently own, and has not owned at any point during the three years prior to the date of the loan application, any interest in residential real property within the City;
d. Have an annual household income that is 160 percent or below of the area median income for the City, as determined by the United States Department of Housing and Urban Development; provided that the Director of Community Services may establish lower household income limits to prioritize households that are not eligible for programs administered by the State or federal government;
e. Be approved by a participating mortgage lender for a first mortgage covering the balance of the purchase price;
f. Provide at least 5 percent of the purchase price toward the down payment or closing costs, or both; and

g. Successfully complete a United States Department of Housing and Urban Development-approved homeownership counseling course prior to closing on the property;
5. Adds a new ROH section, proposed ROH § 6-__.6 ("Program limitations"), to:
a. Specify that any property financed through this program must not exceed the maximum acquisition cost allowed under the Hawaii Housing Finance and Development Corporation's Downpayment Loan Program, or any other maximum acquisition cost as determined by the Director of Community Services; and
b. Limit loans under the program to a maximum of 10 percent of the purchase price of the property for homebuyers with an annual household income at or below 120 percent of the area median income, or a maximum of 7 percent of the purchase price of the property for homebuyers with an annual income above 120 percent and at or below 160 percent of the area median income.
Renumbers the subsequent ROH section; and
6. Amends renumbered proposed ROH § 6-__.7 ("Administration") to specify that the Director of Budget and Fiscal Services shall manage the financial administration of the Homebuyers' Loan Assistance Revolving Fund and that the Director of Community Services shall oversee all other aspects of the program's implementation and coordination. Also provides the Director of Community Services with the discretionary authority to contract with other entities to originate and service loans, and establish reasonable origination and servicing fees by rule or contract that must be deposited into the Homebuyers' Loan Assistance Revolving Fund.
D. In SECTION 3 of the bill, changes the effective date to July 1, 2026 (instead of July 1, 2025).
E. Makes miscellaneous technical and nonsubstantive amendments.

Amending the City's traffic code established by Chapter 15, Revised Ordinances of Honolulu 2021, establishing a citywide Parking Meter Zone for on‑street and off-street parking, authorizing variable parking meter rates and operation hours for all zones, establishing criteria for periodically adjusting parking meter rates and operation hours, repealing facility-specific regulations, and authorizing reduced parking rate programs. PROPOSED CD1 TO BILL 78 (2025) (Submitted by Councilmember Okimoto) – The CD1 (OCS2026‑0300/6/5/2026 12:44 PM) makes the following amendments:
A. Throughout the bill, amends proposed language to create variable parking rates for non-metered garage parking stalls only, instead of applying variable parking rates to all city parking stalls.
B. In SECTION 1, amends the purpose section to leave only the broader purpose of the measure in place.
C. In SECTION 2:
1. Removes language from the definition of Occupancy Rate that is duplicative of language in the definitions of Parking Meter Space and Parking Meter Zone.
2. Removes proposed amendments to the definition of Parking Meter Zone.
D. Removes SECTION 3, which proposed changes to ROH, Section 15-22.1, relating to the parking meter zone. (Renumber subsequent sections accordingly.)
