Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to a one-minute presentation.
As both English and Hawaiian are official languages of the State of Hawaiʻi, pursuant to Article XV, Section 4 of the Hawaiʻi State Constitution and Section 1-13 of the Hawaiʻi Revised Statutes, members of the public may testify in either language. For oral testimonies offered in ʻŌlelo Hawaiʻi, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

Although remote oral testimony is being permitted, this is a regular meeting and not a remote meeting by interactive conference technology under HRS Section 92-3.7. Therefore, the meeting will continue notwithstanding loss of audiovisual communication with remote testifiers or loss of the public broadcast of the meeting.
Persons wishing to testify in-person in the Council Chamber are requested to register by 9:00 a.m. by filling out the registration form in person outside the Council Chamber. Persons who have not registered will be given an opportunity to speak following the oral testimonies of the registered speakers.

1. RESOLUTION 25-199 – ACCEPTANCE OF A GIFT (DCS). Accepting a gift of certain real property and personal property, valued at $1,630,032.63, to the City from Central Pacific Bank, for use by the Department of Community Services in connection with the operation of a new government building located at 222 North School Street. Authorizing the Director of Budget and Fiscal Services to issue and sell not to exceed $230,000,000 principal amount of Wastewater System Revenue Bonds, Senior Series 2025 and related matters. PROPOSED CD1 TO BILL 34 (2024) (Submitted by Councilmember Cordero) – The CD1 (OCS2025-0085/1/29/2025 9:56 AM) makes the following amendments:
A. In SECTION 2 of the bill, amends ROH Section 8-7.1(c)(4)(A) through (C) to raise the minimum assessed value for the Residential A classification to $1,500,000 (the existing minimum is $1,000,000 and the original version of the bill proposed to raise the minimum to $1,300,000).
B. In SECTION 3 of the bill, amends ROH Section 8-11.1(h) to modify the first two Residential A tax rate tiers as follows:
1. For Tier 1, applies to the net taxable value of the property up to $1,500,000 (the existing tier limit is $1,000,000 and the original version of the bill proposed to raise the tier limit to $1,300,000); and
2. For Tier 2, applies to the net taxable value of the property in excess of $1,500,000 and up to $3,500,000 (the existing tier minimum is $1,000,000 and the original version of the bill proposed to raise the tier minimum to $1,300,000); and
(Tier 3, which was added in the original version of the bill, would apply to the net taxable value of the property in excess of $3,500,000, and remains unchanged.)
C. Makes miscellaneous technical and nonsubstantive amendments.

Addressing Oʻahu's housing crisis and high cost of rental housing and provide a mechanism to support our local residents through reducing taxation of real property used as a long-term residential rental.
