Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to a one‑minute presentation.
As both English and Hawaiian are official languages of the State of Hawaiʻi, pursuant to Article XV, Section 4 of the Hawaiʻi State Constitution and Section 1-13 of the Hawaiʻi Revised Statutes (HRS), members of the public may testify in either language. For oral testimonies offered in ʻŌlelo Hawaiʻi, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

Although remote oral testimony is being permitted, this is a regular meeting and not a remote meeting by interactive conference technology under HRS Section 92-3.7. Therefore, the meeting will continue notwithstanding loss of audiovisual communication with remote testifiers or loss of the public broadcast of the meeting.
Persons wishing to testify in the Council Chamber are requested to register by 9:00 a.m. by filling out the registration form in person. Persons who have not registered will be given an opportunity to speak following the oral testimonies of the registered speakers.

PROPOSED CD2 TO BILL 33 (2026), CD1 (Submitted by Councilmember Okimoto) – The CD2 (OCS2026-0422/7/7/2026 1:16 PM) makes the following amendments:
A. In SECTION 2 of the bill:
1. Changes the name of the new fund to the "parks maintenance and recreation services special fund" (instead of the "parks maintenance and recreation services revolving fund"). Amends subsequent references to the fund accordingly.
2. In ROH Section 6-__.1, creates two separate accounts within the new Parks Maintenance and Recreation Services Special Fund: the "Waipio Peninsula Soccer Park account" and the "Patsy T. Mink Central Oahu Regional Park account."

3. In ROH Section 6-__.3(6), provides that contributions or other relevant funding directed to the Department of Parks and Recreation must be deposited into the Parks Maintenance and Recreation Services Special Fund as determined by the Director of Budget and Fiscal Services.
4. In ROH Section 6-__.3(7) and (8), provides that proceeds from the Waipio Peninsula Soccer Park will be credited to the new Waipio Peninsula Soccer Park account, and that proceeds from the Patsy T. Mink Central Oahu Regional Park will be credited to the new Patsy T. Mink Central Oahu Regional Park account.
5. In ROH Section 6-__.3, specifies that any private grants that are specifically dedicated for deposit into the Parks Maintenance and Recreation Services Special Fund must be deposited into the Parks Maintenance and Recreation Services Special Fund; and that federal grants will be deposited into the federal grants fund and State of Hawai‘i ("State") grants will be deposited into the special projects fund.
6. In ROH Section 6-__.4(a)(1), provides that moneys on credit to the Waipio Peninsula Soccer Park account and the Patsy T. Mink Central Oahu Regional Park account in the new Parks Maintenance and Recreation Services Special Fund must be expended, as appropriated, for the improvement, maintenance, and repair of the Waipio Peninsula Soccer Park and the Patsy T. Mink Central Oahu Regional Park, respectively.
B. In SECTION 3 of the bill:
1. Changes the name of the new fund to the "botanical gardens and urban forestry special fund" (instead of the "botanical gardens and urban forestry revolving fund"). Amends subsequent references to the fund accordingly.
2. In ROH Section 6-__.3(6), provides that contributions or other relevant funding directed to the Department of Parks and Recreation must be deposited into the Botanical Gardens and Urban Forestry Special Fund as determined by the Director of Budget and Fiscal Services.

3. In ROH Section 6-__.3, specifies that any private grants that are specifically dedicated for deposit into the Botanical Gardens and Urban Forestry Special Fund must be deposited into the Botanical Gardens and Urban Forestry Special Fund; and that federal grants will be deposited into the federal grants fund and State grants will be deposited into the special projects fund.

Mink Central Oahu Regional Park Fund, any moneys remaining in these funds must be transferred to the new Waipio Peninsula Soccer Park account and the new Patsy T. Mink Central Oahu Regional Park account, respectively.
D. Makes miscellaneous technical and nonsubstantive amendments.
