Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to a one-minute presentation.
As both English and Hawaiian are official languages of the State of Hawaiʻi, pursuant to Article XV, Section 4 of the Hawaiʻi State Constitution and Section 1-13 of the Hawaiʻi Revised Statutes, members of the public may testify in either language. For oral testimonies offered in ʻŌlelo Hawaiʻi, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

Although remote oral testimony is being permitted, this is a regular meeting and not a remote meeting by interactive conference technology under HRS Section 92-3.7. Therefore, the meeting will continue notwithstanding loss of audiovisual communication with remote testifiers or loss of the public broadcast of the meeting.
Persons wishing to testify in-person in the Council Chamber are requested to register by 9:00 a.m. by filling out the registration form in person outside the Council Chamber. Persons who have not registered will be given an opportunity to speak following the oral testimonies of the registered speakers.

2. RESOLUTION 25-239 – REAL PROPERTY TAX COMPROMISE. Approving a one-time compromise of the real property taxes owed by Taxpayer Eugenia Posenecker for the tax year beginning July 1, 2025, such that the sum of $2,781.83 is credited against the original tax amount of $4,672.85, resulting in a compromised tax liability of $1,891.02 for the tax year 2025-2026. PROPOSED CD2 TO BILL 54 (2025), CD1 (Submitted by Councilmember Okimoto) – The CD2 (OCS2025-0703/9/8/2025 3:02 PM) makes the following amendments:
A. In SECTION 2, which amends ROH Section 15B-2.1, amends the bill as follows:
1. Amends subsection (b) by:
a. Adding a cash only 'single ride special event' fare and a 'senior citizen (Hawaii residents only)' passenger category to the fare structure table;
b. Adding Medicare cardholders to the list of individuals eligible for reduced fares; and
c. Clarifying which passengers are eligible for the reduced fare for different rides and passes.
2. Deletes subsection (k), which removes personal care attendants from the exception to paying a fare for the city bus system and the city rail system. (As noted in D-639 (2025), this does not affect free fares for personal care attendants utilizing paratransit travel (TheHandi-Van), which is mandated by federal laws and covered under ROH § 15B-4.5(e).)
3. Deletes proposed subsection (m), which would have allowed the Director of Transportation Services to establish a special events single ride fare for special events.
4. Amends proposed subsection (l) to provide that the Department of Transportation Services (rather than the Director of Transportation Services) may establish a special single ride fare for transportation to and from the Daniel K. lnouye International Airport.
B. Makes miscellaneous technical and nonsubstantive amendments.

6. BILL 59 (2025) – RELATING TO SEWER SERVICE CHARGES. Repealing the requirement that industrial users who discharge or cause to be discharged certain wastewaters into the public sewers pay a surcharge in accordance with ROH Section 43-6.6. (Bill passed first reading 9/3/25)
