Pursuant to Section 92-3.7, Hawaiʻi Revised Statutes, this meeting will be conducted as a remote meeting by interactive conference technology, with the following procedures in effect for the meeting:
The meeting will be viewable: (1) by internet live streaming through https://www.honolulucitycouncil.org/meetings; (2) by televised live broadcast on ‘Ōlelo TV Channel 54; and (3) on the monitor situated outside the Council Chamber. Viewers who experience a loss of viewing signal should try switching to another viewing option.
After the meeting, the meeting will be viewable on demand at https://www.honolulucitycouncil.org/meetings. Copies of older meeting videos may be requested by calling the City Clerk’s Office at (808) 768‑5822, charges may apply.
Some Councilmembers and presenters may be participating in the meeting by interactive conference technology from remote locations.
Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to a one‑minute presentation.
As both English and Hawaiian are official languages of the State of Hawaiʻi, pursuant to Article XV, Section 4 of the Hawaiʻi State Constitution and Section 1-13 of the Hawaiʻi Revised Statutes, members of the public may testify in either language. For oral testimonies offered in ʻŌlelo Hawaiʻi, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

1. RESOLUTION 25-205 – RENAMING PEARL CITY DISTRICT PARK POOL. Renaming the Pearl City District Park Pool at Pearl City District Park to the “Ken Suenaga Pearl City District Park Pool” in recognition of Coach Suenaga’s 59‑year legacy of mentorship and advocacy, his service in the United States Army, and his significant contributions to his community and the City and County of Honolulu.
2. RESOLUTION 25-211 – ACCEPTANCE OF A GIFT (DPR). Accepting a gift to the City of one (1) 6-foot Hi‑back traditional bench, preparations of the grounds, building of forms and pouring of cement, and a bronze plaque with an inscription to read, “Donated by the Family of Costy & Betty Tarletsky,” valued at $2,521.67 from Bruce Tarletsky, to be installed at Makapuʻu Beach Park. 10. RESOLUTION 25-185 – RESIDENTIAL RELOCATION ASSISTANCE PROGRAM. Urging the City Administration to create a residential relocation assistance program, including a dedicated full‑time equivalent position, to assist residents with relocation needs arising from City‑funded housing projects, which shall be placed within the Department of Community Services or a more appropriate City department as determined by the Mayor.

11. BILL 20 (2025) – RELATING TO FUNDS. Amending Chapter 6 of the Revised Ordinances of Honolulu 2021, by adding a new article that creates and establishes a special fund to be known as the “Down Payment Loan Assistance Revolving Fund” to assist prospective homebuyers who reside in the City, do not own real property, and have an annual income at 120 percent or below of the area median income for the City as determined by the Department of Housing and Urban Development.
