Pursuant to Section 92-3.7, Hawaiʻi Revised Statutes (HRS), this meeting will be conducted as a remote meeting by interactive conference technology, with the following procedures in effect for the meeting:
The meeting will be viewable: (1) by internet live streaming on the Honolulu City Council YouTube Channel, type the following into the address bar of the browser: https://www.youtube.com/@HonoluluCityCouncil; (2) by televised live broadcast on ʻŌlelo TV Channel 54; and (3) on the monitor situated outside the Council Chamber. Viewers who experience a loss of viewing signal should try switching to another viewing option.
After the meeting, the meeting will be viewable on demand on the Honolulu City Council YouTube Channel, type the following into the address bar of the browser: https://www.youtube.com/@HonoluluCityCouncil. Copies of older meeting videos may be requested by calling the City Clerk’s Office at (808) 768‑5822, charges may apply.
Some Councilmembers and presenters may be participating in the meeting by interactive conference technology from remote locations.
Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to a one‑minute presentation.
As both English and Hawaiian are official languages of the State of Hawaiʻi, pursuant to Article XV, Section 4 of the Hawaiʻi State Constitution and HRS Section 1-13, members of the public may testify in either language. For oral testimonies offered in ʻŌlelo Hawaiʻi, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

1. RESOLUTION 26-182 – ACCEPTANCE OF GIFT (MAY). Accepting a gift of conference registration fees and lodging to the City, valued at $2,172.06, from the Hawai‘i Executive Collaborative for the Mayor and Managing Director to attend the Hawai‘i Executive Conference on the Island of Hawai‘i from September 30 - October 3, 2026. 2. RESOLUTION 26-191 – ACCEPTANCE OF GIFT (MDO). Accepting a gift of travel and lodging, valued at $1,304.20, to the City from the AAPI LEAD Foundation for the Strategic Advisor from the Office of the Managing Director to attend the 3rd Annual AAPI LEAD Summit in Los Angeles, California, from July 17-19, 2026. 3. RESOLUTION 26-184 – SISTER CITY RELATIONSHIP WITH CEBU CITY, REPUBLIC OF THE PHILIPPINES. Renewing the City and County of Honolulu’s sister city relationship with Cebu City, Republic of the Philippines.
4. RESOLUTION 26-185 – AMENDING SISTER CITY GUIDELINES. Amending the City’s Policy Guidelines for sister city relationships by adopting “Sister City Guidelines” to govern the City’s sister city and related relationships with other cities.
5. RESOLUTION 26-71 – SALE OF SURPLUS CITY PROPERTY. Approving the sale of surplus City property, Parcel 1-A to lwalani Tseu for the recommended sale price of $300,000, and the sale of Parcel 2-A to Sidney Walsh for the recommended sale price of $385,000, portion of West Loch Golf Course, Honouliuli, ʻEwa, Oʻahu, Hawaiʻi, TMK: 9-1-181:022. PROPOSED CD2 TO BILL 16 (2026), CD1 (Submitted by Councilmember Okimoto) – The CD2 (OCS2026-0464/7/24/2026 10:36 AM) makes the following amendments:
A. In SECTION 9 of the bill:
1. Replaces "§ 12-4.__ Civil enforcement." with "§ 12-4.A Civil enforcement."
2. Replaces "§ 12-4.__ Notice of violation—Civil penalties." with
"§ 12-4.B Notice of violation—Civil penalties."
B. Amends SECTION 10 of the bill by adding language directing the Revisor of Ordinances to substitute appropriate section numbers for the letters used in designating the new sections enacted in SECTION 9 of the bill.
C. Amends SECTION 11 of the bill to provide that certain new provisions enacted by SECTION 9 of the bill do not take effect until the Department of Customer Services has adopted rules pursuant to proposed ROH Section 12-4.A(c) ("Civil enforcement"), and such rules have taken effect.
