CITY COUNCIL CHAMBER
THURSDAY, APRIL 30, 2026

Pursuant to Section 92-3.7, Hawaiʻi Revised Statutes (HRS), this meeting will be conducted as a remote meeting by interactive conference technology, with the following procedures in effect for the meeting:
The meeting will be viewable: (1) by internet live streaming on the Honolulu City Council YouTube Channel, type the following into the address bar of the browser: https://www.youtube.com/@HonoluluCityCouncil; (2) by televised live broadcast on ʻŌlelo TV Channel 54; and (3) on the monitor situated outside the Council Chamber. Viewers who experience a loss of viewing signal should try switching to another viewing option.
After the meeting, the meeting will be viewable on demand on the Honolulu City Council YouTube Channel, type the following into the address bar of the browser: https://www.youtube.com/@HonoluluCityCouncil. Copies of older meeting videos may be requested by calling the City Clerk’s Office at (808) 768‑5822, charges may apply.
Some Councilmembers and presenters may be participating in the meeting by interactive conference technology from remote locations.
Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to a one‑minute presentation.
As both English and Hawaiian are official languages of the State of Hawaiʻi, pursuant to Article XV, Section 4 of the Hawaiʻi State Constitution and HRS Section 1-13, members of the public may testify in either language. For oral testimonies offered in ʻŌlelo Hawaiʻi, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

Videoconference access information will be provided upon registration. Testifiers are encouraged to register/submit testimony at least 24 hours prior to the meeting.
Persons wishing to testify in the Council Chamber are requested to register by 1:00 p.m. by filling out the registration form in person. Persons who have not registered will be given an opportunity to speak following the oral testimonies of the registered speakers.

1. RESOLUTION 26-59 – APPOINTMENT OF RICHARD BRYCE TO THE FIRE COMMISSION. Confirming the appointment of Mr. Richard Bryce to serve on the Fire Commission of the City and County of Honolulu for a term to expire on December 31, 2030. (Transmitted by Communication MM-27[26]; public hearing held 3/25/26)
RES26-059, PROPOSED CD1 - ATUL1
MM-027(26) MAYOR BLANGIARDI - Draft Resolution confirming the appointment of Mr. Richard Bryce to the Fire Commission of the City and County of Honolulu.
PROPOSED CD1 TO RESOLUTION 26-59 (Submitted by Councilmember Tulba) – The CD1 (OCS2026-0245/4/24/2026 12:27 PM) makes the following amendments:
A. Amends the title of the resolution to read: "CONFIRMING THE APPOINTMENT OF RICHARD BRYCE, JR. TO SERVE ON THE FIRE COMMISSION OF THE CITY AND COUNTY OF HONOLULU."
B. Throughout the resolution, clarifies the appointee is Richard Bryce, Jr.
C. In the fourth WHEREAS clause, identifies the Mayor's letter as Mayor's Message 27 (2026).
D. Makes miscellaneous technical and nonsubstantive amendments.
2. RESOLUTION 26-80 – ACCEPTANCE OF GIFT (HESD). Accepting a gift of cash in the amount of $3,000 to the City from Barbara Hudman to be used to support the Department of Emergency Services. (Transmitted by Communication MM‑46[26])
RES26-080, PROPOSED CD1 - ATUL1
MM-046(26) MANAGING DIRECTOR - Draft Resolution accepting a gift from Barbara Hudman. Supersedes Mayor’s Message 45(26).
PROPOSED CD1 TO RESOLUTION 26-80 (Submitted by Councilmember Tulba) – The CD1 (OCS2026-0218/4/16/2026 9:27 AM) makes the following amendments:
A. In the fourth WHEREAS clause and the BE IT RESOLVED clause, identifies the letter dated April 7, 2026 as Mayor's Message 46 (2026) and, in the BE IT RESOLVED clause, attaches the letter as Exhibit A.
B. In the fifth WHEREAS clause, specifies that although the donor was not able to provide a Declaration of Gift form, she confirmed that the gift could be used to support the Department of Emergency Services.
C. In the BE IT FINALLY RESOLVED clause, adds the Director of Emergency Services as a recipient of the resolution.
D. Makes miscellaneous technical and nonsubstantive amendments.
