Pursuant to Section 92-3.7, Hawaiʻi Revised Statutes, this meeting will be conducted as a remote meeting by interactive conference technology, with the following procedures in effect for the meeting:
The meeting will be viewable: (1) by internet live streaming through https://www.honolulucitycouncil.org/meetings; (2) by televised live broadcast on ‘Ōlelo TV Channel 54; and (3) on the monitor situated outside the Council Chamber. Viewers who experience a loss of viewing signal should try switching to another viewing option.
After the meeting, the meeting will be viewable on demand at https://www.honolulucitycouncil.org/meetings. Copies of older meeting videos may be requested by calling the City Clerk’s Office at (808) 768‑5822, charges may apply.
Some Councilmembers and presenters may be participating in the meeting by interactive conference technology from remote locations.
Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to a one‑minute presentation.

Persons wishing to testify in-person in the Council Chamber are requested to register by 2:30 p.m. by filling out the registration form in person outside the Council Chamber. Persons who have not registered will be given an opportunity to speak following the oral testimonies of the registered speakers.

PROPOSED CD1 TO RESOLUTION 24-92 (Submitted by Councilmember Weyer) – The CD1 (OCS2024-0409/4/23/2024 2:47 PM) makes the following amendments:
A. In Section 1, amends the question to be placed on the 2024 general election ballot to read:
“Shall the Revised City Charter be amended to create an Ocean Safety Commission to review and make recommendations on certain activities of the Department of Ocean Safety and appoint its Director?”
B. In the BE IT RESOLVED clause:
1. Amends Section 6-_01 of the Revised Charter of the City and County of Honolulu 1973 (Amended 2017 Edition), as amended, as set forth in Resolution 24-103, by providing that the Director of Ocean Safety shall be appointed by the Ocean Safety Commission, instead of the Mayor, and setting forth procedures for removing the Director.
2. Amends Section 4-104.1 of the Revised Charter of the City and County of Honolulu 1973 (Amended 2017 Edition), as amended as set forth in Resolution 24-103, by removing the Director of Ocean Safety from the list of department heads that are nominated, appointed, and may be removed by the Mayor.
3. Replaces all references to the “Ocean Safety Chief” with “Director of Ocean Safety.”
C. Makes miscellaneous technical and nonsubstantive amendments.
4. RESOLUTION 24-81 – PROVIDE 24/7 SERVICE AT WAIʻANAE CONVENIENCE CENTER AND INCREASED MAINTENANCE AT LEEWARD OʻAHU PARKS. Urging the Department of Environmental Services to provide 24/7 operational service at the Waiʻanae Convenience Center and urging the Department of Parks and Recreation to provide increased maintenance at Leeward Oʻahu parks and recreational facilities.

5. REVIEW AND EVALUATION OF THE CHILD CARE ADVISORY BOARD PURSUANT TO ORDINANCE 17-44, CODIFIED AS CHAPTER 3, ARTICLE 15, REVISED ORDINANCES OF HONOLULU 2021, AS AMENDED. The Committee will review and evaluate the Child Care Advisory Board and make recommendations to the Council on whether the ordinance establishing the Board should be retained, amended, or repealed.

6. REVIEW AND EVALUATION OF THE OʻAHU COMMITTEE ON CHILDREN AND YOUTH PURSUANT TO ORDINANCE 17-44, CODIFIED AS CHAPTER 3, ARTICLE 15, REVISED ORDINANCES OF HONOLULU 2021, AS AMENDED. The Committee will review and evaluate the Oʻahu Committee on Children and Youth and make recommendations to the Council on whether the ordinance establishing the Committee should be retained, amended, or repealed.

EXECUTIVE SESSION
