Pursuant to Section 92-3.7, Hawaiʻi Revised Statutes (HRS), this meeting will be conducted as a remote meeting by interactive conference technology, with the following procedures in effect for the meeting:
The meeting will be viewable: (1) by internet live streaming on the Honolulu City Council YouTube Channel, type the following into the address bar of the browser: https://www.youtube.com/@HonoluluCityCouncil; (2) by televised live broadcast on ʻŌlelo TV Channel 54; and (3) on the monitor situated outside the Council Chamber. Viewers who experience a loss of viewing signal should try switching to another viewing option.
After the meeting, the meeting will be viewable on demand on the Honolulu City Council YouTube Channel, type the following into the address bar of the browser: https://www.youtube.com/@HonoluluCityCouncil. Copies of older meeting videos may be requested by calling the City Clerk’s Office at (808) 768‑5822, charges may apply.
Some Councilmembers and presenters may be participating in the meeting by interactive conference technology from remote locations.
Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to a one‑minute presentation.
As both English and Hawaiian are official languages of the State of Hawaiʻi, pursuant to Article XV, Section 4 of the Hawaiʻi State Constitution and HRS Section 1-13, members of the public may testify in either language. For oral testimonies offered in ʻŌlelo Hawaiʻi, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

Persons wishing to testify in the Council Chamber are requested to register by 1:00 p.m. by filling out the registration form in person. Persons who have not registered will be given an opportunity to speak following the oral testimonies of the registered speakers.

Accepting a gift of $4,000 to the City from Hawaiʻi Medical Service Association to help off-set the operational cost of the Mayor’s 50th Annual Craft and Country Fair on November 21, 2026, at the Neal S. 2. RESOLUTION 26-163 – ACCEPTANCE OF GIFT (DPR). Accepting a gift of a 4.5’ x 3’ framed “Koʻolau Shadows” giclee print by Gary Reed, valued at $3,000, to the City from Laurie P. Thornley to be displayed at the Hoʻomaluhia Botanical Garden, Paul R. Weissich Education Center. (Transmitted by

PROPOSED CD1 TO RESOLUTION 26-163 (Submitted by Councilmember Tulba) – The CD1 (OCS2026-0442/7/9/2026 3:17 PM) makes the following amendments:
A. Amends the title of the resolution to read as follows:
"ACCEPTING A GIFT OF A 4.5’ x 3’ FRAMED GICLEE PRINT BY GARY REED, ENTITLED “KO‘OLAU SHADOWS” VALUED AT $3,000.00 TO THE CITY FROM LAURIE P. THORNLEY TO BE DISPLAYED AT THE HO‘OMALUHIA BOTANICAL GARDEN, PAUL R. WEISSICH EDUCATION CENTER."
B. Throughout the resolution, corrects the date of the Managing Director Designate's letter from July 6, 2026 to July 8, 2026.
