Pursuant to Section 92-3.7, Hawaiʻi Revised Statutes (HRS), this meeting will be conducted as a remote meeting by interactive conference technology, with the following procedures in effect for the meeting:

Viewers who experience a loss of viewing signal should try switching to another viewing option.

Some Councilmembers and presenters may be participating in the meeting by interactive conference technology from remote locations.
Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to a one‑minute presentation.
As both English and Hawaiian are official languages of the State of Hawaiʻi, pursuant to Article XV, Section 4 of the Hawaiʻi State Constitution and HRS Section 1-13, members of the public may testify in either language. For oral testimonies offered in ʻŌlelo Hawaiʻi, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

A. Amends the fifth WHEREAS clause and the BE IT RESOLVED clause to specify that the appointee's term will expire on June 30, 2029 (instead of June 30, 2030).
B. Amends the fourth WHEREAS clause to refer to "Mayor's Message 25 (2026)" (instead of "Mayor's letter").
C. Amends the fifth WHEREAS clause to add the term expiration date for James Wataru (the appointee's predecessor).
D. Makes miscellaneous technical and nonsubstantive amendments.
2. RESOLUTION 26-43 – 68-631 AND 68-623 CROZIER DRIVE – WAIALUA (2025/SMA-98). Granting a Special Management Area Major Permit to John A. and Kathleen H. Libby Trust to allow for the construction of four single-unit dwellings, one attached garage, a swimming pool with spa and reflection pool, various pavilions, and automobile and basketball courts; and installation of four individual wastewater systems and ancillary improvements on approximately 51,481-square-feet of land on two shoreline lots zoned R‑7.5 Residential District, located at 68-631 and 68-623 Crozier Drive, and identified as Tax Map Keys 6‑8‑004: 003 and 6-8-004: 004. PROPOSED CD1 TO RESOLUTION 26-43 (Submitted by Councilmember Kiaʻāina) – The CD1 (OCS2026-0170/3/27/2026 11:10 AM) makes the following amendments:
A. Amends the title of the resolution to read:
"GRANTING A SPECIAL MANAGEMENT AREA MAJOR PERMIT TO ALLOW FOR THE CONSTRUCTION OF FOUR SINGLE-UNIT DWELLINGS, ONE ATTACHED GARAGE, A SWIMMING POOL WITH SPA AND REFLECTION POOL, VARIOUS PAVILIONS, AND AUTOMOBILE AND BASKETBALL COURTS; AND INSTALLATION OF FOUR INDIVIDUAL WASTEWATER SYSTEMS AND ANCILLARY IMPROVEMENTS IN WAIALUA, OʻAHU."
B. Amends the first WHEREAS clause to clarify the description of the Project.
C. Adds a new second WHEREAS clause to provide that parcels 3 and 4 are adjacent zoning lots under the same ownership, and development of these parcels is being considered together under the resolution.
D. Amends Condition A to clarify that development must be in general conformity with the Project as described in the DPP's findings and recommendation and the exhibits attached to the resolution, except as modified in the resolution.
E. In Condition B, relating to minimizing the impacts of coastal hazards, designates the existing condition as Condition B.1, and adds a new Condition B.2 to require the use of pervious surface materials for the Project's driveways, automobile courts, and walkways.
F. In Condition G, relating to minimizing impacts to archaeological, historical, and cultural resources that may be present on the Project site:
1. In Condition G.2, deletes the phrase "If any archaeological, historic, or cultural resources are discovered on the Project site" at the beginning of the condition; and
2. In Condition G.3, clarifies that if human burials, including iwi kūpuna (Native Hawaiian ancestral remains), are encountered during construction, the Applicant is required to stop work, protect the find from further disturbance, and contact the State Historic Preservation Division immediately.
G. In Condition H.7, relating to the protection of the Hawaiian monk seal, green sea turtle, and hawksbill sea turtle, adds reference to the olive ridley sea turtle.

H. In Condition K, relating to permits, requires that the applicant obtain a minor shoreline structure permit prior to the issuance of any Project construction permit or building permit.

PROPOSED CD1 TO BILL 48 (2025) (Submitted by Councilmember Dos Santos‑Tam) – The CD1 (OCS2026-0042/1/28/2026 1:34 PM) makes the following amendments:
A. Deletes SECTION 2 of the bill and renumbers subsequent SECTIONS of the bill accordingly.
B. In renumbered SECTION 2 of the bill (which amends ROH Section 15- 25.1):
1. Deletes proposed new subsection (d) of the bill which established a portion of Chaplain Lane as a pedestrian mall; and instead amends subsection (a) to expand Fort Street Mall to include the segment of South Pauahi Street beginning from the intersection of Fort Street and South Pauahi Street and ending at northwestern property line of the lot identified as tax map key 2-1-003:009 that abuts the lot identified as tax map key 2-1-003:010; and that segment of Chaplain Lane beginning from the intersection of Fort Street and Chaplain Lane and ending at the northwestern property line of the lot identified as tax map key 2-1-003:008 that abuts the lot identified as tax map key 2-1-003:010;

3. Adds a new subsection (c)(6) that allows the use of a bicycle at a speed no greater than 10 miles per hour and prohibits engaging in dangerous behavior while on a bicycle on College Walk and River Street Malls.

C. Amends the effective date in renumbered SECTION 4 of the bill to be July 1, 2026 (rather than December 1, 2025).
