CITY COUNCIL CHAMBER
WEDNESDAY, MAY 29, 2024
10:00 A.M.
Pursuant to Section 92-3.7, Hawaiʻi Revised Statutes, this meeting will be conducted as a remote meeting by interactive conference technology, with the following procedures in effect for the meeting:
The meeting will be viewable: (1) by internet live streaming through https://www.honolulucitycouncil.org/meetings; (2) by televised live broadcast on ‘Ōlelo TV Channel 54; and (3) on the monitor situated outside the Council Chamber. Viewers who experience a loss of viewing signal should try switching to another viewing option.
After the meeting, the meeting will be viewable on demand at https://www.honolulucitycouncil.org/meetings. Copies of older meeting videos may be requested by calling the City Clerk’s Office at (808) 768‑5822, charges may apply.
Some Councilmembers and presenters may be participating in the meeting by interactive conference technology from remote locations.
Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to a one‑minute presentation.

Persons wishing to testify in-person in the Council Chamber are requested to register by 10:00 a.m. by filling out the registration form in person outside the Council Chamber. Persons who have not registered will be given an opportunity to speak following the oral testimonies of the registered speakers.

PROPOSED CD1 TO RESOLUTION 24-105 (Submitted by Council Chair Waters) – The Proposed CD1 (OCS2024-0556/5/22/2024 9:51 AM) makes the following amendments:
A. In the WHEREAS clauses, adds that the Mayor may convene the Salary Commission to adjust salaries more frequently than once per biennium.
B. In the BE IT RESOLVED clause:
1. In Section 1, amends the question to be placed on the 2024 general election ballot to include whether to:
• Cap Councilmembers’ salaries by formula, by taking an average of the most recent annual salary increases of collectively bargained City employees, and remove the Council’s ability to vote on its own raises; provided that in no event may Councilmembers’ salaries be increased by more than 10 percent per year;
• Allow the Mayor to call on the Salary Commission to establish the salaries more than once every two fiscal years;
• Allow the Salary Commission to set salaries beyond the following two years, subject to changes by future Salary Commissions and the existing practice of allowing officers to decline all or part of their own salaries; and
• Permit the Mayor or board that appoints an officer to reduce the salary of the appointed officer below that set for their position by the Salary Commission.

2. In Section 2, amends Charter Section 3-122 to provide that the Salary Commission:
• Must hold at least one public hearing before setting the salaries;
• May set salaries more frequently than every two fiscal years upon the Mayor's written order finding it necessary that the Commission do so;
• Is authorized to set salaries beyond the following two fiscal years, subject to adjustment by future Salary Commissions, and the process to follow for the resolutions that set the salaries; and
• Must cap the annual salary increases of Councilmembers at no more than 10% per year, regardless of whether the annual salary increases of employees in the city's various collective bargaining units exceeds 10%.
3. In Section 2, amends Charter Section 3-122 to explicitly allow officials to accept a salary less than that set by the commission, and allow an appointing authority to set salaries below the salaries set by the Salary Commission for appointed officials.
C. Makes miscellaneous technical and nonsubstantive amendments.
