Pursuant to Section 92-3.7, Hawaiʻi Revised Statutes (HRS), this meeting will be conducted as a remote meeting by interactive conference technology, with the following procedures in effect for the meeting:
The meeting will be viewable: (1) by internet live streaming on the Honolulu City Council YouTube Channel, type the following into the address bar of the browser: https://www.youtube.com/@HonoluluCityCouncil; (2) by televised live broadcast on ʻŌlelo TV Channel 54; and (3) on the monitor situated outside the Council Chamber. Viewers who experience a loss of viewing signal should try switching to another viewing option.
After the meeting, the meeting will be viewable on demand on the Honolulu City Council YouTube Channel, type the following into the address bar of the browser: https://www.youtube.com/@HonoluluCityCouncil. Copies of older meeting videos may be requested by calling the City Clerk’s Office at (808) 768‑5822, charges may apply.
Some Councilmembers and presenters may be participating in the meeting by interactive conference technology from remote locations.
Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to a one‑minute presentation.
As both English and Hawaiian are official languages of the State of Hawaiʻi, pursuant to Article XV, Section 4 of the Hawaiʻi State Constitution and HRS Section 1-13, members of the public may testify in either language. For oral testimonies offered in ʻŌlelo Hawaiʻi, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

1. RESOLUTION 26-7 – ESTABLISHING AN END LANDFILLS TASK FORCE. Establishing an End Landfills Task Force to evaluate the feasibility, costs, risks, and implementation pathways for eliminating landfill dependency in the City and County of Honolulu.

PROPOSED CD1 TO RESOLUTION 26-7 (Submitted by Councilmember Tupola) – The CD1 (OCS2026-0201/4/13/2026 10:29 AM) makes the following amendments:
A. Adds a new fourth WHEREAS clause to note that the pending closure of the Waimanalo Gulch Sanitary Landfill represents a key planning driver and near-term inflection point for the City.
B. In the first BE IT FURTHER RESOLVED clause, provides for four additional members to serve on the End Landfills Task Force by:
1. Adding (i) a representative from the Board of Water Supply; (ii) a representative from the State of Hawai‘i Department of Health; and (iii) a representative from the Office of the Governor; and
2. Allowing both the Speaker of the Hawaiʻi State House of Representatives and the President of the Hawaiʻi State Senate to each appoint one member (instead of providing for just one member from the Hawaiʻi State Legislature, to be appointed jointly by the Speaker and the President).
C. In the second BE IT FURTHER RESOLVED clause:
1. Clarifies that the End Landfills Task Force shall also analyze the feasibility and workforce impacts associated with technologies and strategies intended to reduce or eliminate landfill reliance, and lists examples of technologies and strategies that the End Landfills Task Force may consider; and
2. Amends the final written report submission date from "365 days" to "540 days."

D. Adds a new third BE IT FURTHER RESOLVED clause that requires the End Landfills Task Force to coordinate, as appropriate, with relevant State of Hawai‘I agencies, including but not limited to the State of Hawaiʻi Department of Health, the Office of the Governor, and the Hawaiʻi State Legislature ("Relevant State Agencies"), as well as any relevant groups convened by resolution, statute, executive order, proclamation, or by invitation of any of the Relevant State Agencies, to study or address solid waste management or landfill dependency issues ("Relevant Working Groups").
E. Adds a new fourth BE IT FURTHER RESOLVED clause that, with regard to Relevant State Agencies and Relevant Working Groups:
1. Encourages the End Landfills Task Force to share its data and analyses; participate in joint informational meetings or briefings where appropriate; align its timelines and analytical frameworks when feasible; and avoid duplicative research and outreach;
2. Clarifies that any coordination shall in no way constitute or create any joint task force, joint authority, or joint decision-making body; and
3. Clarifies that the End Landfills Task Force, Relevant State Agencies, and Relevant Working Groups shall remain independent and solely responsible for their own actions and operations.
F. In the BE IT FINALLY RESOLVED clause, adds the following to the list of recipients who will be transmitted a copy of the resolution: the Manager and Chief Engineer of the Board of Water Supply; the State of Hawai‘i Director of Health; and the Governor.
G. Makes miscellaneous technical and nonsubstantive amendments.
2. RESOLUTION 26-58 – PERFORMANCE AUDIT OF THE LAW ENFORCEMENT-INITIATED TOWING PROGRAM. Directing the City Auditor to conduct a performance audit of the Department of Customer Services' law enforcement-initiated towing program, management, and contract administration.

EXECUTIVE SESSION
The Committee anticipates convening into Executive Session pursuant to Hawaiʻi Revised Statutes Sections 92-4 and 92-5(a)(4), to consult in a closed meeting with its attorneys on questions and issues pertaining to claims and other matters on the City's and the Council's powers, duties, privileges, immunities and/or liabilities.
3. Request for authorization to settle claims against the City and County of Honolulu by Gerald Eubank
4. Resolution to retain the legal services of Starn O’Toole Marcus & Fisher, a Law Corporation, as Special Deputy Corporation Counsel to advise and represent the City and County of Honolulu in claims and disputes relating to the Skyline Core Systems Contract
5. Request for authorization to settle a case against the City and County of Honolulu entitled Jonathan Lefiti v. Dejanira Seale, et al., Civil No. 1CCV‑25‑0000798
6. Request for authorization to settle a case against the City and County of Honolulu entitled State Farm Mutual Automobile Insurance Co. as subrogee for Sandra Jamora v. City and County of Honolulu; Civil No. 1DRC‑25-0007177
If the need arises with respect to any item on this agenda, then pursuant to Hawaiʻi Revised Statutes Sections 92-4 and 92-5(a)(4), the Committee may consult in a closed meeting with its attorneys in executive session on questions and issues pertaining to the City's and the Council's powers, duties, privileges, immunities and/or liabilities relating to that item.
