Pursuant to Section 92-3.7, Hawaiʻi Revised Statutes (HRS), this meeting will be conducted as a remote meeting by interactive conference technology, with the following procedures in effect for the meeting:
The meeting will be viewable: (1) by internet live streaming on the Honolulu City Council YouTube Channel, type the following into the address bar of the browser: https://www.youtube.com/@HonoluluCityCouncil; (2) by televised live broadcast on ʻŌlelo TV Channel 54; and (3) on the monitor situated outside the Council Chamber. Viewers who experience a loss of viewing signal should try switching to another viewing option.
After the meeting, the meeting will be viewable on demand on the Honolulu City Council YouTube Channel, type the following into the address bar of the browser: https://www.youtube.com/@HonoluluCityCouncil. Copies of older meeting videos may be requested by calling the City Clerk’s Office at (808) 768‑5822, charges may apply.
Some Councilmembers and presenters may be participating in the meeting by interactive conference technology from remote locations.
Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to a one‑minute presentation.
As both English and Hawaiian are official languages of the State of Hawaiʻi, pursuant to Article XV, Section 4 of the Hawaiʻi State Constitution and HRS Section 1-13, members of the public may testify in either language. For oral testimonies offered in ʻŌlelo Hawaiʻi, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

Persons wishing to testify in the Council Chamber are requested to register by 1:00 p.m. by filling out the registration form in person. Persons who have not registered will be given an opportunity to speak following the oral testimonies of the registered speakers.

1. RESOLUTION 26-28 – ACCEPTANCE OF GIFT (HPD). Accepting a monetary gift, valued at $18,500 to the City from The Deputies to fund the trainings, scholarships, uniforms, and equipment for the Honolulu Police Department’s Law Enforcement Explorer Program. (Transmitted by Communication D-65[26])

2. RESOLUTION 26-30 – ACCEPTANCE OF GIFT (HFD). Accepting a gift of a one passenger van, valued at $60,000 to the City from Kevin Woyjeck Explorers for Life Association, Inc. and the HFD Explorers for the Honolulu Fire Department to further its outreach to the community through education, fire safety, and recruitment. PROPOSED CD1 TO RESOLUTION 26-30 (Submitted by Councilmember Tulba) – The CD1 (OCS2026-0118/2/27/2026 2:04 PM) makes the following amendments:
A. In the fourth WHEREAS clause and the BE IT RESOLVED clause:
1. Identifies the letter dated February 3, 2026 as Departmental Communication 67 (2026); and
2. Adds a reference to a subsequent letter dated February 26, 2026 (Departmental Communication 109 (2026)) that amends Departmental Communication 67 (2026).
B. Changes the BE IT RESOLVED clause to state that the gift is one passenger van.
C. Makes miscellaneous technical and nonsubstantive amendments.

3. RESOLUTION 26-31 – ACCEPTANCE OF GIFT (HPD). Accepting a gift of travel and related expenses, valued at $1,972.79 to the City from the Washington State Narcotics Investigators Association (WSNIA) for a representative of the Honolulu Police Department to attend the WSNIA 2026 Training Summit and Vendor Show in Coeur d’Alene, Idaho, from April 19-23, 2026. Accepting a gift of registration and travel expenses, valued at $3,500 to the City from The Honolulu Zoological Society for a staff member of the Honolulu Zoo to participate in the Association of Zoos and Aquariums Species Survival Plan Program on Labuan Bajo Island, Indonesia, from April 3-15, 2026. 6. RESOLUTION 26-44 – ACCEPTANCE OF GIFT (HPD). Accepting a gift valued at $11,360 to the City from The 200 Club, of 120 seats for the Honolulu Police Department (HPD) personnel and dignitaries to attend The 200 Club Breakfast and Awards Ceremony on May 15, 2026, and to honor and award the HPD’s outstanding officer, parent, reserve officer, civilian supervisor and employee of the year, and citizenship award for National Police Week 2026.
