CITY COUNCIL CHAMBER

Pursuant to Section 92-3.7, Hawaiʻi Revised Statutes (HRS), this meeting will be conducted as a remote meeting by interactive conference technology, with the following procedures in effect for the meeting:
The meeting will be viewable: (1) by internet live streaming on the Honolulu City Council YouTube Channel, type the following into the address bar of the browser: https://www.youtube.com/@HonoluluCityCouncil; (2) by televised live broadcast on ‘Ōlelo TV Channel 54; and (3) on the monitor situated outside the Council Chamber. Viewers who experience a loss of viewing signal should try switching to another viewing option.
After the meeting, the meeting will be viewable on demand on the Honolulu City Council YouTube Channel, type the following in the address bar of the browser: https://www.youtube.com/@HonoluluCityCouncil. Copies of older meeting videos may be requested by calling the City Clerk’s Office at (808) 768‑5822, charges may apply.
Some Councilmembers and presenters may be participating in the meeting by interactive conference technology from remote locations.
Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to a one‑minute presentation.
As both English and Hawaiian are official languages of the State of Hawaiʻi, pursuant to Article XV, Section 4 of the Hawaiʻi State Constitution and HRS Section 1-13, members of the public may testify in either language. For oral testimonies offered in ʻŌlelo Hawaiʻi, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

Requesting the State of Hawaiʻi Department of Transportation to evaluate implementation of a requirement for applicants to successfully complete a test of knowledge of the rules of the road upon renewal of a driver's license.

Requesting the State of Hawaiʻi Department of Transportation to include information and questions on pedestrian safety, bicyclist rights and interactions, and multimodal roadway use in its driver's license knowledge test and associated educational materials, and the Hawaiʻi State Department of Education to include similar information in its driver education content.

012925 Council Minutes - ADOPTED 02/26/25
PROPOSED CD1 TO BILL 8 (2025) (Submitted by Councilmember Okimoto) – The CD1 (OCS2025-0914/11/20/2025 2:49 PM) makes the following amendments:
A. In SECTION 1 of the bill, amends the findings to note that the public can benefit from revising City ordinances to conform to State of Hawaiʻi law, including Act 224, Session Laws of Hawaii 2024.
B. In SECTION 3 of the bill, further amends ROH Section 12-2.7 by removing the provisions relating to bail bonds.
C. In SECTION 4 of the bill, further amends ROH Section 12-2.9 by removing the provision relating to failing or refusing to deposit bail as required and within the time permitted.

D. In SECTION 7 of the bill:
1. Amends the proposed new ROH Section 12-2.__(a) by requiring the Director to include in the City's contract with the animal control contractor a provision to enforce the provisions of ROH Chapter 12, Article 2; and
2. Amends the proposed new ROH Section 12-2.__(c) by requiring the Director to establish rules for any person issued a notice of violation who desires to appeal the civil fines imposed by the violation. The hearing procedures must conform to the requirements of HRS Chapter 91, related to contested case hearings.
E. Adds a new SECTION 9 to repeal ROH Chapter 12, Article 7 ("Regulation of Dangerous Dogs").
F. Adds a new SECTION 10 to add definitions for "Bite Injury" and "Serious Bodily Injury" to ROH Section 12-4.1.
G. Adds a new SECTION 11 to add a new section to ROH Chapter 12, Article 4, relating to reporting of dog bites. Renumbers subsequent SECTIONS accordingly.
H. Makes miscellaneous technical and nonsubstantive amendments.
EXECUTIVE SESSION
If the need arises with respect to any item on this agenda, then pursuant to Hawai‘i Revised Statutes Sections 92-4 and 92-5(a)(4), the Committee may consult in a closed meeting with its attorneys in executive session on questions and issues pertaining to the City's and the Council's powers, duties, privileges, immunities and/or liabilities relating to that item.
