Pursuant to Section 92-3.7, Hawaiʻi Revised Statutes, this meeting will be conducted as a remote meeting by interactive conference technology, with the following procedures in effect for the meeting:
The meeting will be viewable: (1) by internet live streaming on the Honolulu City Council YouTube Channel, type the following into the address bar of the browser: https://www.honolulucitycouncil.org/meetings; (2) by televised live broadcast on ‘Ōlelo TV Channel 54; and (3) on the monitor situated outside the Council Chamber. Viewers who experience a loss of viewing signal should try switching to another viewing option.
After the meeting, the meeting will be viewable on demand on the Honolulu City Council YouTube Channel, type the following into the address bar of the browser: https://www.honolulucitycouncil.org/meetings. Copies of older meeting videos may be requested by calling the City Clerk’s Office at (808) 768‑5822, charges may apply.
Some Councilmembers and presenters may be participating in the meeting by interactive conference technology from remote locations.
Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to a one‑minute presentation.
As both English and Hawaiian are official languages of the State of Hawaiʻi, pursuant to Article XV, Section 4 of the Hawaiʻi State Constitution and Section 1-13 of the Hawaiʻi Revised Statutes, members of the public may testify in either language. For oral testimonies offered in ʻŌlelo Hawaiʻi, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

Persons who have not registered will be given an opportunity to speak following the oral testimonies of the registered speakers.

PROPOSED CD1 TO BILL 46 (2025) (Submitted by Councilmember Tulba) – The CD1 (OCS2025-0729/9/15/2025 8:32 AM) makes the following amendments:
A. In SECTION 2 of the bill:
1. Amends the article title to read as follows:
"ACCESS TO CERTAIN HONOLULU POLICE DEPARTMENT INFORMATION"

2. Amends the title of § 2-__.1 to read as follows:
"Release of certain information to the media and public."
3. Amends § 2-__.1(a) to provide new definitions of "CJIS," "Department or HPD," "HCJDC," "NCIC," "Real-Time Emergency Text Alerts," and "Real‑Time Radio Communications."
4. Amends § 2-__.1(b) to require the Chief of Police to adopt and implement a strategic plan and internal procedures for the timely release of public information to the media and the public, which must involve a written agreement between the Honolulu Police Department and local media outlets for the Honolulu Police Department to provide local media outlets with access to real-time emergency text alerts or certain real-time radio communications.
5. Amends § 2-__.1(c) to provide that real-time emergency alerts and access to certain real-time radio communications may not include personally identifiable information or protected CJIS data, and must comply with all applicable constitutional provisions, laws, rules, regulations, agreements, and policies relating to privacy rights and the protection of personal information. Includes a non-exhaustive list of applicable governing provisions.
6. Adds a new § 2-__.1(d) to require the Honolulu Police Department to incorporate reasonable safeguards to ensure that the dissemination of real-time emergency text alerts or access to certain real-time radio communications do not compromise protected or restricted information. Includes penalties for the violation of this requirement.
7. Adds a new § 2-__.1(e) to prohibit any local media outlet or individual from recording, reproducing, rebroadcasting, or otherwise using real-time radio communications unless the use is first authorized through a formal request made under the Freedom of Information Act or the Uniform Information Practices Act. Includes penalties for the violation of this requirement.
8. Adds a new § 2-__.2(a) to require the Chief of Police to provide the Council with an annual report 12 months after the effective date of the ordinance, and every 12 months thereafter.

9. Adds a new § 2-__.2(b) to provide a non-exhaustive list of the types of information (or updates to previously provided information) that must be included in the annual report.
B. Amends SECTION 3 of the bill to require the Chief of Police to submit to the Council the strategic plan and internal procedures for the timely release of public information to the media and the public no later than six months after the effective date of the ordinance.
C. Makes miscellaneous technical and nonsubstantive amendments.
