Pursuant to Section 92-3.7, Hawaiʻi Revised Statutes, this meeting will be conducted as a remote meeting by interactive conference technology, with the following procedures in effect for the meeting:
The meeting will be viewable: (1) by internet live streaming on the Honolulu City Council YouTube Channel, type the following into the address bar of the browser: https://www.honolulucitycouncil.org/meetings; (2) by televised live broadcast on ʻŌlelo TV Channel 54; and (3) on the monitor situated outside the Council Chamber. Viewers who experience a loss of viewing signal should try switching to another viewing option.
After the meeting, the meeting will be viewable on demand on the Honolulu City Council YouTube Channel, type the following into the address bar of the browser: https://www.honolulucitycouncil.org/meetings. Copies of older meeting videos may be requested by calling the City Clerk’s Office at (808) 768‑5822, charges may apply.
Some Councilmembers and presenters may be participating in the meeting by interactive conference technology from remote locations.
Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to a one‑minute presentation.
As both English and Hawaiian are official languages of the State of Hawaiʻi, pursuant to Article XV, Section 4 of the Hawaiʻi State Constitution and Section 1-13 of the Hawaiʻi Revised Statutes, members of the public may testify in either language. For oral testimonies offered in ʻŌlelo Hawaiʻi, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

Amending the definition of “Streams” in Section 40‑2.2 and “Stream” in Section 40-3.1 of the Revised Ordinances of Honolulu 2021, to clarify that lakes and ponds in the list of bodies of water that are not included in the definition are only “endorheic” lakes and ponds. PROPOSED CD1 TO BILL 42 (2025) (Submitted by Councilmember Tupola) – The CD1 (OCS2025-0677/9/5/2025 2:45 PM) makes the following amendments:
A. Removes SECTION 2 of the bill, which proposed new definitions for "Digital Dispatch Taxicab Company" and "Digital Network."
B. Adds a new SECTION 2, which amends ROH § 36-1.8 to reference the State department and branch that is currently responsible for monitoring taximeters and make other conforming amendments.
C. In SECTION 3 of the bill, amends the entirety of ROH § 36-1.9 (rather than just subsection (c)) to:
1. Remove provisions related to the establishment of maximum fares, baggage charges, and fuel surcharges by the Director of Customer Services and make other conforming amendments.
2. Establish that fares or charges are permitted when the taxicab is hired (as opposed to when it is actually occupied or when engaged at the direction or on behalf of the passenger).
3. Add language ensuring that all taxicab drivers and taxicab companies are exempt from fares and charges established by the Director of Customer Services and set forth in ROH Chapter 36, Article 1 (rather than exempting only digital dispatch taxicab companies from the rate-setting regulations of ROH Chapter 36).

D. Adds a new SECTION 4 of the bill to amend ROH Section 36-1.10, which pertains to "jitney" operations, to remove a reference to the baggage charge established by the Director of Customer Services (see Amendment C.1, above). Renumbers subsequent SECTIONS.
E. Makes miscellaneous technical and nonsubstantive amendments.
