Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to a one‑minute presentation.
As both English and Hawaiian are official languages of the State of Hawaiʻi, pursuant to Article XV, Section 4 of the Hawaiʻi State Constitution and Section 1-13 of the Hawaiʻi Revised Statutes, members of the public may testify in either language. For oral testimonies offered in ʻŌlelo Hawaiʻi, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

Although remote oral testimony is being permitted, this is a regular meeting and not a remote meeting by interactive conference technology under HRS Section 92-3.7. PROPOSED CD1 TO BILL 51 (2025) (Submitted by Councilmember Dos Santos-Tam) – The CD1 (OCS2025-0585/7/24/2025 2:29 PM) makes the following amendments:
A. In Exhibit A attached to Bill 51 (2025):
1. Amends Section 4 ("Mission Statement") by adding that the Downtown Honolulu Business Improvement District shall work in partnership with government and the private sector.
2. Adds the following language to Section 9(a):
The Assessment revenue shall be based on assessment information for the corresponding tax year from the Real Property Assessment Division ("RPAD") of the City and County of Honolulu ("City"). A member of the District Association shall submit a request to the RPAD for the assessment information each year with a noted delivery location, physical and/or electronic, of which shall be fulfilled within 30 days after the City's real property certification date of February 1.
3. Amends Section 9(b) by adding language stating that the budget for revenue projections and expenses.

PROPOSED CD1 TO RESOLUTION 25-207 (Submitted by Councilmember Kiaʻāina) – The CD1 (OCS2025-0635/8/13/2025 1:53 PM) makes the following amendments:
A. Amends the title of the resolution to read:
"GRANTING A SPECIAL MANAGEMENT AREA MAJOR PERMIT TO ALLOW FOR THE REDEVELOPMENT OF THE COVE COMMERCIAL PROJECT IN KO ʻOLINA, OʻAHU."
B. Amends the first WHEREAS clause to clarify that the application was submitted on behalf of Campbell Hawai‘i Investor, LLC, and to clarify the description of the Project.
C. Adds new second and third WHEREAS clauses to provide more details on the description of the Project.
D. Amends the fourth WHEREAS clause to add that 50 members of the public attended the public hearing on the Project.
E. Amends the fifth WHEREAS clause to state that the DPP's report and findings were transmitted within 77 calendar days after the close of the public hearing, the Applicant having requested an extension of the 45‑calendar-day administrative deadline.
F. Amends Condition A by removing the phrase "Except as required by these conditions of approval," at the beginning of the first sentence.
G. Amends Condition B, relating to a landowner acknowledgment that portions of the Project site may be adversely impacted by coastal hazards, by clarifying that portions of the Project site are projected to be impacted by 3.2 feet of sea level rise by the year 2100, and that portions of certain proposed buildings are located within the 3.2-foot sea level rise exposure area.

H. In Condition F, relating to minimizing impacts to archaeological, historic, and cultural resources:
1. Adds Condition F.1, to provide that prior to the issuance of any construction permit or building permit, the Applicant is required to submit to the DPP a copy of the written determination letter from the State Historic Preservation Division ("SHPD").
2. Adds a new Condition F.2 to provide that prior to the issuance of any Project construction permit or building permit, the Applicant is required to submit to the DPP a copy of SHPD's written acceptance of the Project's archaeological inventory survey ("AIS"), and any required mitigation protocols. Renumbers subsequent items in Condition F.
3. Adds a new Condition F.4 to require the Applicant to consult with SHPD to implement all mitigation protocols approved by SHPD. Also requires the Applicant to conduct a coordination meeting with the Project's archaeological consultants and construction contractors prior to the start of construction to ensure that all appropriate persons have been informed of the mitigation protocols required by SHPD. Renumbers the subsequent item in Condition F.
I. In Condition I, relating to minimizing the spread of invasive species, amends Condition I.1 to clarify that the Applicant proposes to import approximately 3,380 cubic yards of structural fill material, but no importation of soil fill material is proposed.
J. Makes miscellaneous technical and nonsubstantive amendments.
4. RESOLUTION 25-236 – LAULIMA AFFORDABLE RENTAL HOUSING 201H PROJECT. Authorizing, pursuant to HRS Section 201H-38, exemptions from certain City application fees and infrastructure, or public works fees and charges, and development standards for the development of Laulima, an affordable residential project consisting of eight buildings ranging from four to six stories with surface parking areas on 17.31-acres of land zoned AMX-2 Medium Density Apartment Mixed Use District, located at 4400 Kapolei Parkway in Kapolei, O‘ahu, identified as Tax Map Key (1) 9-1-015: 081.
