Pursuant to Section 92-3.7, Hawaiʻi Revised Statutes, this meeting will be conducted as a remote meeting by interactive conference technology, with the following procedures in effect for the meeting:
The meeting will be viewable: (1) by internet live streaming through https://www.honolulucitycouncil.org/meetings; (2) by televised live broadcast on ‘Ōlelo TV Channel 54; and (3) on the monitor situated outside the Council Chamber. Viewers who experience a loss of viewing signal should try switching to another viewing option.
After the meeting, the meeting will be viewable on demand at https://www.honolulucitycouncil.org/meetings. Copies of older meeting videos may be requested by calling the City Clerk’s Office at (808) 768‑5822, charges may apply.
Some Councilmembers and presenters may be participating in the meeting by interactive conference technology from remote locations.
Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to a one‑minute presentation.
As both English and Hawaiian are official languages of the State of Hawaiʻi, pursuant to Article XV, Section 4 of the Hawaiʻi State Constitution and Section 1-13 of the Hawaiʻi Revised Statutes, members of the public may testify in either language. For oral testimonies offered in ʻŌlelo Hawaiʻi, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

1. RESOLUTION 25-232 – ACCEPTANCE OF A GIFT (CSD). Accepting a gift to the City of travel, hotel accommodations, meals and related expenses, valued at $3,000, from Thales DIS USA, Inc., for representatives of the Department of Customer Services to attend Factory Acceptance Testing for the upgraded driver’s license and State ID card production system project to be held in Austin, Texas from September 15 – 19, 2025. PROPOSED CD1 TO BILL 5 (2025) (Submitted by Councilmember Dos Santos‑Tam) – The CD1 (OCS2025-0652/8/13/2025 3:38 PM) makes the following amendments:
A. Removes SECTION 2 of the bill, as ROH Chapter 3, Article 4 ("Poundmasters"), was repealed by Ordinance 25-26, effective June 30, 2025. Renumbers subsequent SECTIONS of the bill accordingly.
B. Amends renumbered SECTION 2 of the bill, which creates a new ROH article entitled "Farm Animal Control Contractor," as follows:
1. Adds the new article to ROH Chapter 12 ("Animals and Fowls"), instead of to ROH Chapter 3 (as a replacement for the now-repealed Article 4);
2. Throughout the new article, replaces all references to the Department of Customer Services with general references to the City;

3. In proposed ROH § 12-__.1, amends the definition of "Estray" to refer to property generally (rather than property of a private individual or of the government), and remove "hog" from list of animals contained within the definition;
4. In proposed ROH § 12-__.1, clarifies that the definition of "Farm Animal Control Contractor" is not limited to individuals, but may also include a partnership, corporation, or other legal entity;
5. Amends proposed ROH § 12-__.2(a) to state that the City may enter into a contract with one or more farm animal control contractors;
6. Clarifies in proposed ROH § 12-__.2(a) that the farm animal control contractor is responsible for the reasonable (rather than "proper") care of any estrays within their possession;
7. In proposed ROH § 12-__.3, clarifies that the farm animal control contractor shall bear all expenses for the capture, removal, safekeeping, and reasonable care of estrays;
8. Adds a new proposed ROH § 12-__.4 ("Application for impounding"), which sets out what is required before capturing and removing an estray from private property, and renumbers subsequent sections accordingly;
9. Adds a new proposed ROH § 12-__.6 ("Notice and method of humane disposal"), which outlines the notice requirement after impounding an estray, and the process required before which the farm animal control contractor may proceed to humanely dispose of the estray; and
10. Deletes the proposed section authorizing administrative rulemaking.
C. Amends renumbered SECTION 4 of the bill to list the effective date as July 1, 2026.
D. Makes miscellaneous technical and nonsubstantive amendments.
