Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to a one-minute presentation.
As both English and Hawaiian are official languages of the State of Hawaiʻi, pursuant to Article XV, Section 4 of the Hawaiʻi State Constitution and Section 1-13 of the Hawaiʻi Revised Statutes, members of the public may testify in either language. For oral testimonies offered in ʻŌlelo Hawaiʻi, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

Although remote oral testimony is being permitted, this is a regular meeting and not a remote meeting by interactive conference technology under HRS Section 92-3.7. Therefore, the meeting will continue notwithstanding loss of audiovisual communication with remote testifiers or loss of the public broadcast of the meeting.
Persons wishing to testify in-person in the Council Chamber are requested to register by 9:00 a.m. by filling out the registration form in person outside the Council Chamber. Persons who have not registered will be given an opportunity to speak following the oral testimonies of the registered speakers.

1. RESOLUTION 25-208 – TRANSFER OF FUNDS (HPD). Authorizing a transfer of up to $400,000 in General Fund monies from the Patrol activity (current expense character of expenditure (“COE”)) to the Patrol activity (equipment COE) for fiscal year 2026 to enable the Honolulu Police Department to purchase essential equipment for use by Community Policing Teams. 2. RESOLUTION 25-217 – ACCEPTANCE OF A GIFT (OCA). Accepting a gift of up to $4,500 to the City from the Association of Local Government Auditors for travel and related expenses for one staff member from the Office of the City Auditor to travel to Seattle, Washington from October 5 through October 10, 2025 to conduct a peer review.
3. RESOLUTION 25-231 – TRANSFER OF FUNDS (DTS). Authorizing a transfer not to exceed $50,000 in Highway Fund monies within the Department of Transportation Services (“DTS”) Transportation Technology activity (current expenses character of expenditure (“COE”)) to DTS Transportation Technology activity (equipment COE) for Fiscal Year 2026 to cover receivables created in fiscal years 2016 through 2022 where no Capital Improvement Program grant funds actually existed. Authorizing a transfer not to exceed $42,630.94 in Highway Fund monies from the Department of Transportation Services (“DTS”) Transportation Performance & Development activity (current expenses character of expenditure (“COE”)) to the DTS Transportation Performance & Development activity (equipment COE) for fiscal year 2026 to furnish and deliver a passenger vehicle. PROPOSED CD1 TO BILL 41 (2025) (Submitted by Councilmember Dos Santos‑Tam) – The CD1 (OCS2025-0579/7/23/2025 9:46 AM) makes the following amendments:
A. Amends SECTION 3 of the bill by correcting a discrepancy in the grading permit fee schedule to accurately reflect such fees charged by the Department of Planning and Permitting.
B. Adds a new SECTION 4 of the bill, which makes a conforming amendment to ROH § 32-1.6(a). Renumbers subsequent SECTIONS of the bill accordingly.

PROPOSED CD1 TO BILL 34 (2024) (Submitted by Councilmember Kia‘āina) – The CD1 (OCS2025-0639/8/8/2025 1:56 PM) makes the following amendments:
A. In SECTION 3 of the bill, amends ROH Section 8-11.1(1) to modify the transient vacation tax rate tiers as follows:
(1) Transient vacation Tier 1 tax rate: applied to the net taxable value of the property up to [$800,000; and] $900,000;
(2) Transient vacation Tier 2 tax rate: applied to the net taxable value of the property in excess of [$800,000.] $900,000 and up to $2,000,000; and
(3) Transient vacation Tier 3 tax rate: applied to the net taxable value of the property in excess of $2,000,000.
B. In SECTION 3 of the bill, deletes proposed new ROH Section 8-11.1(j) establishing valuation tiers for properties classified as bed and breakfast homes.
C. Amends SECTION 5 of the bill to provide that the ordinance applies to the tax years beginning July 1, 2027, and thereafter, instead of July 1, 2025, and thereafter.
D. Makes miscellaneous technical and nonsubstantive mendments.
