Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to a one-minute presentation.
As both English and Hawaiian are official languages of the State of Hawaiʻi, pursuant to Article XV, Section 4 of the Hawaiʻi State Constitution and Section 1-13 of the Hawaiʻi Revised Statutes, members of the public may testify in either language. For oral testimonies offered in ʻŌlelo Hawaiʻi, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

Although remote oral testimony is being permitted, this is a regular meeting and not a remote meeting by interactive conference technology under HRS Section 92-3.7. Therefore, the meeting will continue notwithstanding loss of audiovisual communication with remote testifiers or loss of the public broadcast of the meeting.
Persons wishing to testify in-person in the Council Chamber are requested to register by 1:00 p.m. by filling out the registration form in person outside the Council Chamber. Persons who have not registered will be given an opportunity to speak following the oral testimonies of the registered speakers.

PROPOSED CD1 TO RESOLUTION 25-128 (Submitted by Councilmember Cordero) – The CD1 (OCS2025-0452/5/23/2025 11:56 AM) makes the following amendments:
A. Amends the title of the resolution to read as follows:
"AUTHORIZING THE USE OF OVERT VIDEO MONITORING IN THE CITY AND COUNTY OF HONOLULU IN CITY PARKS AND CITY PARK AND RIDES."
B. Replaces references to "City parks" with "City parks and City park and rides" in the sixth WHEREAS clause, the seventh WHEREAS clause, the BE IT RESOLVED clause, and the third BE IT FURTHER RESOLVED clause.
C. Amends the first BE IT FURTHER RESOLVED clause, which had provided overt video monitoring authorization to at least one City park per Council district, to be identified by the Councilmember assigned to that Council district, to instead specifically name the names of City parks and City park and rides identified by Councilmembers in Council Communication ("CC") ‑153 (2025), CC-154 (2025), CC-155 (2025), CC-157 (2025), CC‑158 (2025), CC-159 (2025), CC-160 (2025), CC-161 (2025), and CC‑162 (2025).
D. Amends the BE IT FINALLY RESOLVED clause to add the Director of Transportation Services to the list of individuals who will receive a copy of the resolution.
E. Makes miscellaneous technical and nonsubstantive amendments.

6. CC-124 (2025) – DRAFT COMMITTEE REPORT ON THE REVIEW AND EVALUATION OF THE HONOLULU FIRE COMMISSION. The Committee on Public Safety & Customer Services will take action on a draft committee report making recommendations to the Council on whether the Charter establishing the Honolulu Fire Commission should be retained, amended, or repealed.
