CITY COUNCIL CHAMBER

Pursuant to Section 92-3.7, Hawaiʻi Revised Statutes, this meeting will be conducted as a remote meeting by interactive conference technology, with the following procedures in effect for the meeting:
The meeting will be viewable: (1) by internet live streaming through https://www.honolulucitycouncil.org/meetings; (2) by televised live broadcast on ‘Ōlelo TV Channel 54; and (3) on the monitor situated outside the Council Chamber. Viewers who experience a loss of viewing signal should try switching to another viewing option.
After the meeting, the meeting will be viewable on demand at https://www.honolulucitycouncil.org/meetings. Copies of older meeting videos may be requested by calling the City Clerk’s Office at (808) 768‑5822, charges may apply.
Some Councilmembers and presenters may be participating in the meeting by interactive conference technology from remote locations.
Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to a one‑minute presentation.
As both English and Hawaiian are official languages of the State of Hawaiʻi, pursuant to Article XV, Section 4 of the Hawaiʻi State Constitution and Section 1-13 of the Hawaiʻi Revised Statutes, members of the public may testify in either language. For oral testimonies offered in ʻŌlelo Hawaiʻi, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

1. CC-120 (2025) – DRAFT COMMITTEE REPORT ON THE REVIEW AND EVALUATION OF THE COMMISSION ON ECONOMIC REVITALIZATION. The Committee will take action on a draft committee report making recommendations to the Council on whether the ordinance establishing the Commission on Economic Revitalization should be retained, amended, or repealed.

PROPOSED CD1 TO BILL 29 (2025) (Submitted by Councilmember Weyer) – The CD1 (OCS2025-0341/4/22/2025 4:06 PM) makes the following amendments:
A. In SECTION 2 of the bill, allows any exemptions granted pursuant to ROH Section 8-10.33 prior to the effective date of this ordinance to be extended by five years (from 10 years to 15 years).
B. In SECTION 4 of the bill, clarifies that:
1. The amendments made in SECTION 2 of the bill do not affect the repeal date of Ordinance 18-1; and
2. Exemptions granted pursuant to ROH Section 8-10.33 prior to its repeal will remain in effect throughout the regulated period.
C. Makes miscellaneous technical and nonsubstantive amendments.

PROPOSED CD2 TO BILL 31 (2024), CD1 (Submitted by Councilmember Weyer) – The CD2 (OCS2025-0329/4/21/2025 3:14 PM) makes the following amendments:
A. In SECTION 2 of the bill:
1. Makes the use of the term "owner" consistent throughout the bill.
2. Adds the developer as being eligible to apply for the pre-construction subsidy program, and makes conforming amendments throughout the bill showing that the owner and developer have the same responsibilities and liabilities.
3. In ROH Section 32-5.2(b)(2), removes the provision providing that in any given fiscal year, no more than 50 percent of the moneys appropriated for post-construction grants and pre-construction subsidies may be used for pre-construction subsidies and corrects the reference for post-construction grants to Article 4 (instead of Article 5).
4. In ROH Section 32-5.2(c)(1), clarifies that a recipient of a pre‑construction subsidy for an affordable rental housing project is not eligible to also receive a post-construction grant pursuant to Article 4 for the same project.
5. In ROH Section 32-5.2(c)(2), amends the pre-construction subsidy amount to be $50,000 per unit, regardless of the unit size.
6. In ROH Section 32-5.2(c)(4)(A), requires a current title report for the property to be included in the pre-construction subsidy application.
7. In ROH Section 32-5.2(c)(6), adds the developer as a party to the execution of the written pre-construction subsidy agreement.

8. Removes the language in ROH Section 32-5.2(c)(8), which required the Director of Budget and Fiscal Services to pay the pre‑construction subsidy by a certain deadline, and replaces it with language requiring all pre-construction subsidy awards to be subject to a pre-construction escrow agreement that contains, among other items, a provision for periodic disbursement of the subsidy pro rata in proportion to the percentage of the construction completed to the date of the disbursement.
B. Makes miscellaneous technical and nonsubstantive amendments.
EXECUTIVE SESSION
If the need arises with respect to any item on this agenda, then pursuant to Hawai‘i Revised Statutes Sections 92-4 and 92-5(a)(4), the Committee may consult in a closed meeting with its attorneys in executive session on questions and issues pertaining to the Council's powers, duties, privileges, immunities and/or liabilities relating to that item.
