Pursuant to Section 92-3.7, Hawaiʻi Revised Statutes, this meeting will be conducted as a remote meeting by interactive conference technology, with the following procedures in effect for the meeting:
The meeting will be viewable: (1) by internet live streaming through https://www.honolulucitycouncil.org/meetingshttp://www.honolulucitycouncil.com/; (2) by televised live broadcast on ʻŌlelo TV Channel 54; and (3) on the monitor situated outside the Council Chamber. Viewers who experience a loss of viewing signal should try switching to another viewing option.
After the meeting, the meeting will be viewable on demand at https://www.honolulucitycouncil.org/meetings. Copies of older meeting videos may be requested by calling the City Clerk’s Office at (808) 768‑5822, charges may apply.
Some Councilmembers and presenters may be participating in the meeting by interactive conference technology from remote locations.
Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to a one‑minute presentation.
As both English and Hawaiian are official languages of the State of Hawaiʻi, pursuant to Article XV, Section 4 of the Hawaiʻi State Constitution and Section 1-13 of the Hawaiʻi Revised Statutes, members of the public may testify in either language. For oral testimonies offered in ʻŌlelo Hawaiʻi, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

1. BILL 60 (2024) – RELATING TO SEWERS, DRAINAGE, AND CESSPOOLS. Amending portions of Chapter 43, Revised Ordinance of Honolulu 2021, as amended, by: (1) amending § 43-6.2 to include Accessory Dwelling Units in the “Residential” sewer service charge customer classification, (2) amending § 43-6.6 to remove all information related to nonresidential strength surcharges and replace it with information on wastewater disposal charges for waste haulers, (3) amending APPENDIX 43-A to include new sewer service charges, wastewater disposal charges, and to remove extra strength wastewater charges as well as a second customer category, (4) amending § 43-10.3 to include Accessory Dwelling Units, (5) amending § 43-10.4 to remove references to wastewater strength, and (6) amending Appendix 43-C to include new Wastewater System Facility Charges. PROPOSED CD1 TO BILL 60 (2024) – (Submitted by Councilmember Tupola) – The CD1 (OCS2024-1006/11/20/2024 4:12 PM) makes the following amendments:
A. Renumbers SECTION 4 of the bill to SECTION 5. In renumbered SECTION 5, amends the Sewer Service Charges table to change the effective dates of each category to begin July 1, 2025 and continue through July 1, 2034, and renumbers the subsequent sections accordingly.
B. Makes technical and nonsubstantive changes.

PROPOSED CD1 TO BILL 2 (2025) – (Submitted by Councilmember Dos Santos-Tam) – The CD1 (OCS2025-0243/3/25/2025 1:42 PM) makes the following amendments:
A. In SECTION 1 of the bill, deletes the second and third paragraphs relating to the Community Renewal Program Fund and the Leisure Services Incentive Fund and revises the final paragraph as follows:
The City Council [further] finds that repealing [these two] certain special funds will streamline and provide more clarity to [ROH] Chapter 6, Revised Ordinances of Honolulu 2021, as well as existing uncodified special funds.
B. Adds a new SECTION 4 of the bill to add the Leasehold Conversion Fund for repeal, and renumbers subsequent SECTIONS.
C. Revises SECTION 4 (renumbered as SECTION 5) to include the Leasehold Conversion Fund in the requirement that the Director of Budget and Fiscal Services transfer any remaining moneys after the repeal of each of the specified funds to another appropriate fund.
D. In SECTION 5 (renumbered as SECTION 6), changes the effective date to July 1, 2025.
E. Makes miscellaneous technical and nonsubstantive amendments.

5. RESOLUTION 25-62 – CONSOLIDATED PLAN INCLUDING THE THIRTY‑FIRST YEAR ACTION PLAN. Approving the City and County of Honolulu’s 2026 – 2030 Consolidated Plan, including the Thirty-First Year Action Plan for the Community Development Block Grant, HOME Investment Partnerships, Emergency Solutions Grants, Housing Opportunities for Persons with AIDS, and Housing Trust Fund programs and authorizing its submittal to the U.S. Department of Housing and Urban Development.
