Pursuant to Section 92-3.7, Hawaiʻi Revised Statutes, this meeting will be conducted as a remote meeting by interactive conference technology, with the following procedures in effect for the meeting:
The meeting will be viewable: (1) by internet live streaming through https://www.honolulucitycouncil.org/meetings; (2) by televised live broadcast on ‘Ōlelo TV Channel 54; and (3) on the monitor situated outside the Council Chamber. Viewers who experience a loss of viewing signal should try switching to another viewing option.
After the meeting, the meeting will be viewable on demand at https://www.honolulucitycouncil.org/meetings. Copies of older meeting videos may be requested by calling the City Clerk’s Office at (808) 768‑5822, charges may apply.
Some Councilmembers and presenters may be participating in the meeting by interactive conference technology from remote locations.
Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to a one‑minute presentation.
As both English and Hawaiian are official languages of the State of Hawaiʻi, pursuant to Article XV, Section 4 of the Hawaiʻi State Constitution and Section 1-13 of the Hawaiʻi Revised Statutes, members of the public may testify in either language. For oral testimonies offered in ʻŌlelo Hawaiʻi, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

1. RESOLUTION 25-55 – APPOINTMENT OF NANCY CASSANDRO TO SERVE ON THE COMMISSION ON CULTURE AND THE ARTS. Confirming the appointment of Nancy Cassandro to serve on the Commission on Culture and the Arts of the City and County of Honolulu as the representative of the urban design category for a term expiring on June 30, 2029. MM-022(25) MAYOR BLANGIARDI - Draft Resolution confirming the appointment of Nancy Cassandro to serve on the Commission on Culture and the Arts of the City and County of Honolulu.
PROPOSED CD1 TO RESOLUTION 25-55 (Submitted by Councilmember Tulba) – The CD1 (OCS2025-0180/2/28/2025 9:22 AM) makes the following amendments:
A. Amends the first WHEREAS clause to correct the reference to the Revised Ordinances of Honolulu.
B. Amends the fourth WHEREAS clause to add the number of the Mayor's Message requesting confirmation of the appointment of Ms. Nancy Cassandro.
C. Amends the fifth WHEREAS clause to add the expiration date for Stephen Mechler's term.
D. Amends the sixth WHEREAS clause to correct the reference to the Revised Charter of the City and County of Honolulu.
E. Makes miscellaneous technical and nonsubstantive amendments.

2. RESOLUTION 25-48 – O‘AHU TOURISM STRATEGIC PLAN. Urging the City Administration to create an O‘ahu Tourism Strategic Plan.

M-0146(25) Testimony on RES25-048 for Mar 6, 2025 @ 02:30 PM INNOVATION, TECHNOLOGY & ENTERTAINMENT (ITE) Meeting.
PROPOSED CD1 TO RESOLUTION 25-48 (Submitted by Councilmember Kia‘āina) – The CD1 (OCS2025-0186/2/28/2025 3:36 PM) makes the following amendments:
A. Amends the resolution title to read as follows:
URGING THE CITY ADMINISTRATION TO CREATE AN OʻAHU TOURISM STRATEGIC PLAN THAT PRIORITIZES REGENERATIVE AND SUSTAINABLE TOURISM, RESPECT FOR NATIVE HAWAIIAN CULTURE AND VALUES, THE INTEGRATION OF EMERGING TECHNOLOGIES, AND FORWARD-THINKING ECONOMIC STRATEGIES.
B. Amends the first and fourth WHEREAS clauses to emphasize the importance of Oʻahu's cultural heritage (including traditional Native Hawaiian knowledge) and clarify that the tourism industry must be strategically managed to ensure that its economic benefits do not come at the cost of environmental degradation, cultural exploitation, and declining community quality of life.
C. Deletes the sixth and final WHEREAS clause, and adds six new WHEREAS clauses (now the fifth, seventh, eighth, ninth, tenth, and eleventh clauses) to expand upon the impacts of high tourism traffic on Oʻahu's ecosystems, neighborhoods, and communities; highlight the opportunity for Oʻahu to lead in the global shift toward regenerative tourism; acknowledge the need for the City and County of Honolulu to continue to support local businesses; and emphasize the importance of aligning the proposed Oʻahu Tourism Strategic Plan with community values.
D. Amends the BE IT RESOLVED clause to urge that the Oʻahu Tourism Strategic Plan prioritize regenerative and sustainable tourism, respect for Native Hawaiian culture and values, the integration of emerging technologies, and forward-thinking economic strategies.
E. Amends the first, second, and third BE IT FURTHER RESOLVED clauses to urge that the Oʻahu Tourism Strategic Plan establish a clear vision for the future of tourism on Oʻahu; include a globally informed analysis of innovative tourism trends and technologies; and be developed in full collaboration with diverse stakeholders, including Native Hawaiians and non-profit organizations.

F. Amends the fourth BE IT FURTHER RESOLVED clause to amend the date by which the City Administration is requested to present a written update on its efforts to create the Oʻahu Tourism Strategic Plan to 18 months (from six months).
G. Amends the BE IT FINALLY RESOLVED clause to add the Director of the State of Hawaiʻi Department of Business, Economic Development, and Tourism to the list of individuals who will receive a copy of the resolution.
H. Makes miscellaneous technical and nonsubstantive amendments.
EXECUTIVE SESSION
If the need arises with respect to any item on this agenda, then pursuant to Hawaiʻi Revised Statutes Sections 92-4 and 92-5(a)(4), the Committee may consult in a closed meeting with its attorneys in executive session on questions and issues pertaining to the Council’s powers, duties, privileges, immunities and/or liabilities relating to that item.
