Pursuant to Section 92-3.7, Hawaiʻi Revised Statutes, this meeting will be conducted as a remote meeting by interactive conference technology, with the following procedures in effect for the meeting:
The meeting will be viewable: (1) by internet live streaming through https://www.honolulucitycouncil.org/meetings; (2) by televised live broadcast on ‘Ōlelo TV Channel 54; and (3) on the monitor situated outside the Council Chamber. Viewers who experience a loss of viewing signal should try switching to another viewing option.
After the meeting, the meeting will be viewable on demand at https://www.honolulucitycouncil.org/meetings. Copies of older meeting videos may be requested by calling the City Clerk’s Office at (808) 768‑5822, charges may apply.
Some Councilmembers and presenters may be participating in the meeting by interactive conference technology from remote locations.
Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to a one‑minute presentation.
As both English and Hawaiian are official languages of the State of Hawaiʻi, pursuant to Article XV, Section 4 of the Hawaiʻi State Constitution and Section 1-13 of the Hawaiʻi Revised Statutes, members of the public may testify in either language. For oral testimonies offered in ʻŌlelo Hawaiʻi, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

1. RESOLUTION 25-60 – ACCEPTANCE OF A GIFT (DEM). Accepting a gift to the City of lunch and dinner meals from The Salvation Army Hawaiian & Pacific Islands, valued at $1,074.30, provided to the participants at the Department of Emergency Management’s Emergency Operations Center during the January 30, 2025 storm response. PROPOSED CD1 TO BILL 7 (2025) (Submitted by Councilmember Kiaʻāina) – The CD1 (OCS2025-0160/2/27/2025 3:08 PM) makes the following amendments:
A. In SECTION 1 of the bill, amends the last sentence of the Council findings to provide that in order to break the cycle (of fireworks violators rarely being brought to justice), penalties for the illegal use of fireworks must be aligned between State and City laws, and among all applicable enforcement agencies.
B. Adds a new SECTION 2 of the bill to amend ROH § 20-6.1 to:
1. Repeal the definitions of "Consignee", "Consignment", "Place of Entertainment", "Sporting Event", and "Theatrical Production.
2. Amend the following:
a. The definition of "Aerial Device" to mean the same as defined in HRS § 132D-2;
b. The definition of "Articles Pyrotechnic" to mean the same as defined in HRS § 132D-2;
c. The definition of "Consumer Fireworks" to mean the same as defined in HRS § 132D-2;
d. The definition of "Display Fireworks" to mean the same as defined in HRS § 132D-2;

e. The definition of "Fireworks" to mean the same as defined in HRS § 132D-2; and
f. The definition of "Pyrotechnic Composition" or "Pyrotechnic Contents" to mean the same as defined in HRS § 132D-2.
Renumbers subsequent bill SECTIONS.
C. In renumbered SECTION 3 of the bill, amends ROH § 20-6.9, relating to penalties (instead of only amending ROH § 20-6.9(b)), to:
1. Amend subsection (a) to provide that any person convicted of violating the prohibitions under § 20-6.2(1), relating to consumer fireworks, shall be guilty of a petty misdemeanor.
2. Replace subsection (b) with a new subsection (b) to provide that any person violating prohibitions under § 20-6.2(2), relating to aerial devices, articles pyrotechnic, or display fireworks, shall be subject to penalties pursuant to HRS § 132D-14, as may be amended or superseded.
3. Add a new subsection (c) to provide that any person violating prohibitions under § 20-6.2(3), relating to importing, storing, selling, keeping, offering for sale, or exposing for sale any fireworks without a license, shall be subject to penalties pursuant to HRS § 132D-14, as may be amended or superseded.
4. Add a new subsection (d) to provide that any person violating prohibitions relating to the purchase and use of any fireworks without a permit shall be subject to penalties pursuant to HRS § 132D-14, as may be amended or superseded.
5. Add a new subsection (e) to provide that any person violating prohibitions under § 20-6.7, relating to violations involving minors, shall be subject to penalties pursuant to HRS § 132D-14, as may be amended or superseded. Re-letters the subsequent subsection.

6. Amend renumbered subsection (f) to provide that if a person is licensed to import, store, or sell (instead of only sell) fireworks, in addition to the foregoing penalties, the fire chief (instead of the court) may revoke or suspend the license. No license may be issued to any person whose license has been revoked or suspended until the expiration of two years after the revocation or suspension. (The fire chief has the authority to issue licenses to import, store, or sell fireworks.)
D. Makes miscellaneous technical and nonsubstantive amendments.
3. BILL 11 (2025) – RELATING TO ELECTRONIC AMUSEMENT DEVICES. Providing for the strict regulation of electronic amusement devices to protect public health, safety, and welfare by adding a new article to Chapter 34 of the Revised Ordinances of Honolulu 2021 (“Regulation of Businesses”). 6. RESOLUTION 25-42 – UNLAWFUL GAMBLING ROOM PREVENTION AND REPORTING PROGRAMS. Urging the City Administration to provide unlawful gambling room prevention and reporting programs as detailed in the resolution.
