Pursuant to Section 92-3.7, Hawaiʻi Revised Statutes, this meeting will be conducted as a remote meeting by interactive conference technology, with the following procedures in effect for the meeting:
The meeting will be viewable: (1) by internet live streaming through https://www.honolulucitycouncil.org/meetings; (2) by televised live broadcast on ‘Ōlelo TV Channel 54; and (3) on the monitor situated outside the Council Chamber. Viewers who experience a loss of viewing signal should try switching to another viewing option.
After the meeting, the meeting will be viewable on demand at https://www.honolulucitycouncil.org/meetings. Copies of older meeting videos may be requested by calling the City Clerk’s Office at (808) 768‑5822, charges may apply.
Some Councilmembers and presenters may be participating in the meeting by interactive conference technology from remote locations.
Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to a one‑minute presentation.
As both English and Hawaiian are official languages of the State of Hawaiʻi, pursuant to Article XV, Section 4 of the Hawaiʻi State Constitution and Section 1-13 of the Hawaiʻi Revised Statutes, members of the public may testify in either language. For oral testimonies offered in ʻŌlelo Hawaiʻi, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

Approving and authorizing the Mayor or the Mayorʻs designee to (1) enter into a development contract between the City and County of Honolulu and TC Kihapai LLC, and (2) enter into a ground lease between the City and County of Honolulu and Kihapai Place Apartments, LLLP, to develop the affordable rental project at 734 and 735 Kihapai Place, Kailua, Oʻahu, Hawaiʻi (TMK Nos. PROPOSED CD1 TO BILL 63 (2024) (Submitted by Councilmember Weyer) – The CD1 (OCS2025-0088/1/29/2025 1:17 PM) makes the following amendments:
A. Clarifies in SECTION 1 of the bill that:
1. Section 3 of Ordinance 16-19, as amended by Ordinances 17-30 and 20-20, among other things, added a new Section 14-14.4(g), ROH 1990, which was recodified as Section 18A-2.4(g), ROH 2021; and
2. Section 5 of Ordinance 16-19, as amended by Ordinances 17-30 and 20-20, among other things, added a new Section 18-6.5(f), ROH 1990, which was recodified as Section 18-6.5(f), ROH 2021.
B. Clarifies in SECTION 2 of the bill that the June 30, 2030 repeal date only applies to the addition of Section 14-14.4(g), ROH 1990 (recodified as Section 18A-2.4(g), ROH 2021) and Section 18-6.5(f) (recodified as Section 18-6.5(f), ROH 2021).
C. Makes miscellaneous technical and nonsubstantive amendments.
