Pursuant to Section 92-3.7, Hawaiʻi Revised Statutes, this meeting will be conducted as a remote meeting by interactive conference technology, with the following procedures in effect for the meeting:
The meeting will be viewable: (1) by internet live streaming through https://www.honolulucitycouncil.org/meetingshttp://www.honolulucitycouncil.com/; (2) by televised live broadcast on ʻŌlelo TV Channel 54; and (3) on the monitor situated outside the Council Chamber. Viewers who experience a loss of viewing signal should try switching to another viewing option.
After the meeting, the meeting will be viewable on demand at https://www.honolulucitycouncil.org/meetings. Copies of older meeting videos may be requested by calling the City Clerk’s Office at (808) 768‑5822, charges may apply.
Some Councilmembers and presenters may be participating in the meeting by interactive conference technology from remote locations.
Remote and in-person oral testimony will be permitted on all items on the agenda when each agenda item is taken up. Each speaker may not have anyone else read their statement and is limited to a one‑minute presentation.
As both English and Hawaiian are official languages of the State of Hawaiʻi, pursuant to Article XV, Section 4 of the Hawaiʻi State Constitution and Section 1-13 of the Hawaiʻi Revised Statutes, members of the public may testify in either language. For oral testimonies offered in ʻŌlelo Hawaiʻi, additional time as may be necessary will be allowed for the testifier to provide an English translation of their testimony.

PROPOSED CD1 TO RESOLUTION 25-38 (Submitted by Councilmember Dos Santos-Tam) – The CD1 (OCS2025-0115/2/5/2025 3:15 PM) makes the following amendments:
A. Makes technical and nonsubstantive amendments to the resolution's title to read as follows:
"APPROVING THE MONTH-TO-MONTH RENTAL WITH CAMP MOKULĒʻIA, INCORPORATED, FOR A PERIOD OF UP TO FOUR YEARS, FOR THE CITY'S MOKULĒʻIA BEACH PARK ADDITION, TMK: (1) 6-8-002:001 (PORTION)."
B. Clarifies that the ordinance citations in the first, second, third, and sixth WHEREAS clauses of the resolution are to Section 38-3.1(1) of the Revised Ordinances of Honolulu 2021.
C. Attaches missing Exhibits A-1 and A-2 to the Rental Agreement ("Exhibit A").
D. Replaces Exhibit B with a colorized version showing the Mokulēʻia Beach Park Addition and public access.
E. Revises the final BE IT FINALLY RESOLVED clause to delete "certified" before "copies."
F. Makes miscellaneous technical and nonsubstantive amendments.

3. RESOLUTION 25-44 – REAL PROPERTY TAX COMPROMISE. Approving a one-time compromise of the real property taxes owed by Hui O Hau‘ula for the property located at 54-010 Kukuna Road for the tax year beginning July 1, 2022 in the amount due of $1,104.66; for the tax year beginning July 1, 2023 in the amount due of $4,431.75; for the tax year beginning July 1, 2024 in the amount due of $4,431.75; for the tax year beginning July 1, 2025, plus any accrued interests and penalties or for any future amounts that are owed on the parcel identified as TMK: 5-4-014:003, such that said taxes are compromised to the minimum tax of $300.

PROPOSED CD1 TO BILL 2 (2025) (Submitted by Councilmember Dos Santos-Tam) – The CD1 (OCS2025-0078/2/3/2025 2:11 PM) makes the following amendments:
A. In SECTION 1 of the bill, deletes the second and third paragraphs relating to the Community Renewal Program Fund and the Leisure Services Incentive Fund and revises the final paragraph as follows:
The City Council finds that repealing [these two] certain special funds will streamline and provide more clarity to [ROH] Chapter 6, Revised Ordinances of Honolulu 2021, as well as existing uncodified special funds.
B. Adds new SECTIONS 4 and 5 of the bill to add the Leasehold Conversion Fund and the Pauahi Project Expenditures, Hawaii R-15 Fund for repeal, and renumbers subsequent SECTIONS.
C. Revises SECTION 4 (renumbered as SECTION 6) to include the two added funds (the Leasehold Conversion Fund and the Pauahi Project Expenditures, Hawaii R-15 Fund) in the requirement that the Director of Budget and Fiscal Services transfer any remaining moneys after the repeal of each of the specified funds to another appropriate fund.
D. In SECTION 5 (renumbered as SECTION 7), changes the effective date to July 1, 2025.
E. Makes miscellaneous technical and nonsubstantive amendments.
